The Kawartha Pine Ridge District School Board offers dynamic, high quality educational programs for nearly 33,000 elementary, secondary and adult students in the 100 schools within our jurisdiction.  As part of our strategy to provide on-going support for our schools, the Board is now accepting resumes from qualified applicants for the full time position of Human Resources Coordinator, Occupational Health and Safety.

The purpose of the Human Resources Coordinator, Occupational Health and Safety is to develop, implement and monitor comprehensive safety programs and procedures by providing technical expertise, as well as administrative and resource support as a member of the Board’s safety team.

This position requires the highest degree of confidentiality and discretion as the duties involve working directly with various stakeholders and information, both internal and external to the Board, regarding highly sensitive and personal matters.

MAIN RESPONSIBILITIES:

  • Support compliance with the Occupational Health and Safety Act and regulations, and due diligence by the Board to provide safe and healthy working conditions. including providing leadership during Ministry of Labour (MOL) inspections, and supporting compliance with MOL orders.
  • Coordinate response to critical injuries/incidents and investigate work refusals/stoppages as may be required.
  • Collaborate in the promotion of a robust health and safety culture and help to develop effective preventative practices.
  • Improve and implement the Occupational Health and Safety Management System (OHSMS) by providing guidance on safe work practices, health and safety training and instruction, recognition/reduction/elimination of workplace hazards, inspection support, methods of investigation, audit and review of the OHSMS, maintain the Occupational Health and Safety Manual for the Board.
  • Provide guidance to support regular workplace inspections at all work sites.
  • Perform accident investigations, health and safety inspection audits and other health and safety investigations such as investigating indoor air quality concerns, providing technical expertise for ergonomic assessments and risk assessments.
  • Receive and analyze reports related to occupational health and safety with a view to looking for trends and assisting with the development of remediation plans.
  • Provide technical and resource support, guidance and leadership to the Joint Health and Safety Committees.
  • Support the design and implementation of health and safety training programs to address identified needs and compliance with legislation.
  • Build and maintain positive working relationships with key stakeholders to support health and safety programs.
  • Coordinate and support data management activities related to health and safety programs.
  • Coordinate occupational health and safety testing as deemed necessary.
  • Respond to afterhours calls related to occupational health and safety issues as required.
  • Other duties as assigned.

SUPERVISION:

  • Indirect supervision of inspection teams for support and guidance only.
  • Indirect supervision of H&S administrative support.
  • Supervision of consultants/contractors as required.

EDUCATION AND EXPERIENCE REQUIRED:

  • Post-secondary degree or certificate (i.e. university, college or technical training) completed in Occupational Health and Safety or equivalent education.
  • Certified Registered Safety Professional or equivalent would be considered an asset.
  • Joint Occupational Health and Safety Committee Certification training would be considered an asset.
  • Knowledge and experience with designated substances would be considered an asset.
  • Minimum three years of related experience working in a progressive Human Resources environment with experience in health and safety (public sector environment is preferred).

SPECIALIZED SKILLS REQUIRED:

  • Valid First Aid and CPR.
  • Advanced knowledge of Occupational Health and Safety Act, WSIB and related legislation.
  • Experience working with the Ministry of Labour, investigations, orders, compliance reporting and conducting onsite visits.
  • Experience with the design and delivery of training and instructional programs to a wide range of audiences.
  • Experience working in a unionized environment.
  • A commitment to service excellence.
  • Capacity to contribute solutions to complex situations.
  • Effective coaching, mentoring, conflict resolution and relationship management skills
  • Superior written, presentation and verbal skills
  • Advanced computer skills and experience in word processing, spreadsheet, and data-bases.
  • Valid driver’s license and use of own vehicle.
  • Ability to work both independently and as an effective member of a team.

WORKING CONDITIONS:

  • Office building working environment.
  • Moderate amounts of concentration, attention to details, visual exertion, keyboarding and dealing with difficult people.
  • Frequent noise,
  • Regular Travel.
  • Out-of-office settings, primarily schools, including mechanical rooms, and rooftops.
  • Moderate amounts of visual exertion and keyboarding, and occasional travel.
  • Frequent pressure to meet deadlines, interruptions and distractions.
  • Frequent after hours phone calls
