1 Temporary Vacancy (up to 12 months in duration)

As a strategic advisor to management, provide advice, consultation and recommendations on recruitment best practices and external employment marketplace related to sourcing candidates, development of appropriate selection criteria, interview techniques, legal, collective agreement and regulatory requirements and obligations.

Build and develop partnerships with WSIB leaders to gain a solid understanding of the business.  Proactively develop and execute effective sourcing strategies in order to locate qualified and diverse talent to meet the recruitment needs of assigned business client.

Manage all aspects of the recruitment life-cycle.  Use technology to support recruitment activities through the WSIB HRMS systems, external job boards, the internet and other social networks and recruiting websites.

KEY ACCOUNTABILITIES AND RESPONSIBILITIES                                                                               

1.  Act as a Strategic Advisor to management, providing advice, consultation and recommendations on recruitment best practices and external employment marketplace related to sourcing candidates, development of appropriate selection criteria & tools, coaching managers on interview techniques, legal, collective agreement and regulatory requirements and obligations.  Interpret the relevant articles of the collective agreement pertaining to recruitment.                                                                                

2.  In partnership with assigned business client, develop and implement recruitment strategies to source talented, diverse and qualified persons to meet their recruitment needs ensuring effectiveness, timeliness, consistency and compliance with overall strategic planning.  Proactively build and maintain relationships with people outside of the WSIB as a source of future candidates (a pipeline) for vacant roles.                                                                                                                                                           

3.  Manage all aspects of the full-cycle recruitment process for multiple cross-functional disciplines including bilingual (English/French) roles, utilizing various recruitment/sourcing technologies and external job boards to source suitable candidates.  Evaluate/screen profiles of candidates/applications, interview candidates with hiring party using various interview techniques (behavioural, situational, competency, etc.) and/or create and utilize other testing methodologies, make recommendations to hiring parties on selection, conduct professional reference checks, verify employment/qualifications and ensure criminal background checks are completed as per prescribed process and review results with hiring party.  Extend job offers to candidates, negotiate salary, prepare letters of offer/contracts and communicate with rejected candidates.  Create contingency plans with hiring party for difficult to fill positions, (i.e. develop internal staff rather than recruit talent).                                                              

4.  Provide WSIB information to candidates and appropriately “sell” candidates on the value proposition of the WSIB.  Understand any objections presented by candidates and how to overcome those objections by offering solutions and compromises, when appropriate.  Ensure a positive candidate experience throughout the recruitment process, including the management of rejected candidates to ensure continuous improvement in candidate experience & New Hire Survey results.      


5.  Manage the data/metrics associated with the recruitment process to ensure all relevant data on applicants is available for analyses.  Submit reports on the recruitment activity within the WSIB, such as number of vacancies, number hired, applications received, number of interviews, etc. as well as trend analyses.  Responsible for recruitment technology data integrity and compliance.  Contribute to the annual Demand Forecast by identifying recruitment needs with business clients.

                                                                     
6.  Develop and maintain effective working relationships with colleges and universities, various placement agencies and media sources for the purposes of attracting the best qualified and best suited candidates to the WSIB. 

                                                                      
7.  Lead or participate in project/special initiatives work and joint union/management committees as Talent Acquisition Subject Matter Expert, (such as: Article 5 Committee, PeopleSoft, Business Critical Roles, Diversity, Campus Recruitment) and other projects as required or appropriate.                         

 

8.  Act as a coach/mentor on best practice recruitment techniques, current selection processes, talent acquisition tools & assessments and other WSIB Talent Acquisition processes to newer TAC staff and summer/co-op students including coordinating daily workflow.

 

PROFESSIONAL REQUIREMENTS AND QUALIFICATIONS                                                                   
1.  Post-secondary education, with specialized courses in Human Resources, including a focus on Recruitment & Selection.                                                                                                                            
2.  3 to 5 years of experience in corporate recruitment, with at least 2 years in a unionized environment                                                                                                                                                
3.  Working towards a CHRP designation

As a precondition of employment, the WSIB will require a prospective candidate to undergo a criminal records name check prior to or at any time following hire.
