Purpose of Position:
Accountable for providing specialized expertise, services and advice in all aspects of
recruitment, onboarding and orientation in support of overall Human Resources strategies,
programs, policies and initiatives and commitment to customer service.

Key Responsibilities:
*Develops, implements and manages strategies, plans and processes for the recruitment of
a diverse professional workforce; acquiring and directing the services of external search
firms as required.
*Conducts the forecasting and development of plans for key recruitment initiatives, ensuring
talent acquisition processes are effectively maximized to ensure FSRA’s business needs
are met for attracting and retaining employees.
*Provides strategic expertise, advice and guidance to Human Resources management and
colleagues and internal clients regarding all aspects of recruitment for FSRA’s executives,
management and staff.
*Provides advice and guidance to ensure fair, transparent, equitable and effective hiring
practices; ensuring compliance with legislated requirements, FSRA polices, Collective
Agreements, HR best practices and industry standards.

*Develops and implements recruitment plans for each competition and supports FSRA
management in the development of job postings, outreach strategies and recruitment
processes.
*Develops and/or provides advice and direction in the preparation of competition packages
including questions, tests, assignments and reference questions as necessary and
participates on selection panels as required.
*Develops, implements, and leads onboarding and orientation programs including resources
and guidelines for new executives, managers and employees.
*Provides coaching and training to HR team and clients on a range of recruitment programs,
plans and initiatives.
*Provides project leadership, coordination and/or participation in the planning, research and
introduction of recruitment programs, services, and continuous improvement initiatives
including the development of tools, policies, supports and processes for the introduction of
innovative best practices to support critical change for a modern and flexible work
environment
*Leads/participates on internal Human Resources Committees and prepares
presentations/briefings, as required for the Director or Chief Human Resources Officer for
submission to the Chief Executive Officer and Board of Directors.
*Works in collaboration with colleagues across Human Resources on department priorities
for FSRA.

Qualifications:
Education and Experience
*Degree/Diploma in Human Resources or related field.
*4 – 6 years’ experience in the provision and oversight of recruitment programs, plans and
initiatives.
*Specialized experience in all aspects of recruitment including strategy and plan
development, development and introduction of innovative recruitment methods to attract
talent for an evolving organization of executives, management and employees within a
unionized environment.

Knowledge and Skills
*Knowledge and expertise in human resource theories, principles and best practices with a
focus on recruitment, onboarding and orientation.
*Knowledge and interpretative understanding of relevant legislation (e.g. Ontario Human
Rights Code, Employment Standards Act) which impact on recruitment in a broad public
sector environment.
*Proven customer service and partnership skills and a committed team player.
*Excellent oral, written, and presentation skills.

Effort – Physical/Sensory Demands
Work involves minimal physical effort normally associated with a corporate office environment.
There is flexibility to change work activities, take a break or alter work position.

Working Conditions:
Normal office environment with no unusual or unpleasant conditions, with periods of high
demands requiring long hours.
