Director, Strategic Human Resources Services

Purpose of Position:
Accountable for providing leadership in the delivery of Strategic Human Resource Services
section programs, services and initiatives in support of overall Department strategies and for
acting as a strong resource/ member of FSRA senior management, instrumental in achieving
FSRA's goals.

Key Responsibilities:
*Oversees the development and implementation of Strategic Human Resources Services
section programs/ services/initiatives, including strategies, plans, methods, tools, and
processes to meet the overall strategic plans and priorities of the Human Resources
department and its commitment to customer service.
*As a member of the FSRA leadership team, and working in close collaboration with the
Senior Manager, Talent Management and Total Rewards, contributes to the FSRA
strategy and development of tactics; and provides leadership in executing programs,
services and initiatives to deliver on the strategy.

*Plans and manages the delivery of section programs/services/initiatives, ensuring
consistency with HR performance measures, standards, and best practices and
integration with overall FSRA directions.
*Plans and manages the delivery of a full range of strategic human resource services,
expertise and advice to management and staff across FSRA including, but not limited to:
interpretation and application of human resources policies, applicable legislation and
collective agreements; guidance and support in day to day human resources issues
management; leadership on organizational development (e.g.,talent management and
succession planning; performance management; learning and staff development; diversity
and inclusion; union relations and collective bargaining; health and safety and benefits).
*Manages the development and communication of strategic human resources policies and
practices that support a modern and flexible work environment and the current and future
needs of a modern regulator, ensuring policies and practices comply with relevant
legislative authorities, best practices and industry standards.
*Provides program/service/initiative expertise and advice to FSRA management and staff in
response to issues and risks to achieving FSRA mandate; providing evidence-based
recommendations for change.
*Ensures alignment with legislative and collective agreement requirements in support of
positive employee experiences.
*Develops working relationships with provincial government partners and labour relations
specialists to support the smooth transition of people to FSRA and the building of a stand-
alone HR capability.

*Manages the section and its staff to support an environment and culture of service
excellence which respects diversity encourages all employees to work together to
achieve results and contribute to a healthy, rewarding and productive working
an environment where personal and team accountability are key to meeting the mandate of
FRSA. Accountable for building a strong team including: hiring, orienting and training of
staff, determination of performance standards and conduct of performance reviews,
managing employee relations matters.
*Works with the Chief in developing overall sub-function operational plans and the
development and reporting on performance metrics, program effectiveness, risks and
impacts related to section, department and overall FSRA matters.
*Champions and leads critical change and a new collaborative, forward thinking culture
within the section, and works with others to achieve this across the HR department.
*Promotes and drives innovation and continuous improvement throughout the section and
across FSRA related to section programs, services and initiatives.
*Leads and/or participates on projects within the section, department to represent the
section’s interests in program/service/initiative decision making and the building of a
human resources department.
*Develops and manages relationships and consultation with stakeholders impacted by
section programs, services and initiatives to identify trends, issues and needs.
*Works in collaboration with colleagues, including Payroll, on department priorities for
FSRA.

*Acts on behalf of the Chief HR Officer.

Qualifications:
Education and Experience
*Degree in in Human Resources or related field. CHRP designation preferred.
*8 – 10 years’ experience in planning and managing the delivery of strategic programs,
services, and initiatives in the area of human resources for a large organization, with
proven commitment to customer service
*Expertise in effective union relations and collective bargaining

Knowledge and Skills
*Skills and ability to manage and champion change for a new organizational culture and
vision.
*Skilled in leading the provision of a full range of human resources programs, services,
expertise and projects in a unionized environment.
*Knowledge and expertise in human resource theories, principles and best practices.
*Knowledge and interpretative understanding of relevant legislation (e.g. Occupational
Health and Safety, Ontario Human Rights Code, WSIB, Employment Standards Act) and
initiatives which impact on human resource programs and services in a broad public sector
environment.
*Leadership skills to implement a new organizational structure, systems, and standards.
*Skilled in working collaboratively across large organizations in order to achieve strategies,
goals and priorities.

Effort – Physical/Sensory Demands
Work involves minimal physical effort normally associated with a corporate office environment.
There is flexibility to change work activities, take a break or alter work position.

Working Conditions:
Normal office environment with no unusual or unpleasant conditions, with periods of high
demands requiring long hours.
