Key Accountabilities

Under the general leadership of the Director, HR and Corporate Services, this role will be responsible for the Greater Toronto Airport Authority’s (GTAA) pension and benefit plans, providing collaborative leadership and support in the development, advice, and implementation of benefit, disability management, and income protection plans and policies.  The Manager will transform and enhance the benefit and pension administration processes, systems and tools, working with their team and payroll to implement best practices and ensuring compliance with policies and provincial and federal legislation.

  • Manages full-cycle benefit administration including liaison with third-party service providers, the review and approval of all benefit workflows in the HRIS, management of enrollment and deactivation processes, and the maintenance of benefit records and policies
  • Ensures that employee benefit and pension records in all applicable systems (HRIS, payroll and benefit carrier records and databases) are accurate and consistent and compliant with plan rules, internal policy and applicable legislation through monthly data integrity checks
    • Ensures compliance with applicable federal and provincial legislation including Canada Revenue Agency and pension and benefits policies and programs and collective agreement provisions.
  • Recommends best practices for benefits and pension programs and policies and advises on new legislation and market developments
  • Identifies challenges with interpretation or implementation of collective agreement provisions and provides support in analyzing pension and benefit costs for collective agreement bargaining
  • Ensures the team interprets and provides exceptional guidance on pension and benefit inquiries from internal and external clients
  • Commit to and deliver on the people manager promise to support and further the business’ vision through building and development of diverse, multi-skilled teams
    • Lead people by providing coaching, guidance and development by providing meaningful feedback for personal and career growth
    • Ensures staff receive optimal support to enable them to carry out their duties – including proper training and development and regularly scheduled department meetings, to facilitate two-way dialog and involvement of staff in current issues
  • Participates in planning, developing and implementing Human Resources information systems that meet the information needs of a variety of constituents
  • Participates in drafting policies and procedures that provide for planning and monitoring of all GTAA pension and benefits costs
  • Constantly looks for operational efficiencies and process improvement opportunities to ensure a balance between capacity and deliverables
  • Oversee the development of communications on benefits, health and well-being and disability management topics and presentations
  • Monitors and analyzes expenditures against budget and helps in the preparation of monthly reconciliations
  • Prepares management reports for review and presentation to the Director
  • Develops and provides appropriate key performance indicators (KPI’s) for the organization
  • Performs other related duties as assigned

Qualifications

  • A post-secondary degree/diploma in Human Resources or Business Management or a minimum 10 years’ experience in pension and benefits administration
  • Minimum of 8 years’ experience in pension and benefits administration
  • Minimum of 5 years’ of people management experience building high performing, highly skilled and motivated teams
  • Must have experience with at least one of the following:  Kronos, Dayforce (Ceridian)ADP, Ultimate, Workday, Oracle, or SAP HCM
  • CEBS, GBA, or CPA would be considered an asset
  • Must be able to obtain and retain Transportation Security Clearance

Knowledge, Skills and Abilities

  • HRIS management and vendor relations, with experience in HRIS/HCM implementation and/or troubleshooting
  • Extensive knowledge of the principles and practices of Human Resources information systems
  • Thorough knowledge of the various regulations governing benefit administration, including the Income Tax Act, Employment Insurance Act, regulations of the Canada Pension Plan, and respective collective bargaining agreements
  • Excellent judgment and project management skills
  • Strong customer service skills with an aptitude for problem solving and process improvement
  • Strong verbal and written communication as well as strong interpersonal skills, results-driven, and experience presenting information of a complex and technical nature
  • Extensive knowledge of accounting, payroll, pension and benefits principles and practices
  • Thorough understanding of auditing and internal control best practices
  • Ability to plan, organize and implement work schedules to effectively meet deadlines and organizational requirements
  • Demonstrated ability to apply strong technical analysis and systems control skills in a complex systems environment
  • Demonstrated ability to motivate and lead a team towards a common goal
  • Ability to exercise discretion, judgment and confidentiality
