Key Accountabilities
Reporting to the Director, Talent Acquisition and Organizational Development, this position is responsible for providing hands-on leadership and management in the development and execution of organizational learning programs. Working towards initiatives to build and sustain a learning environment that supports the development and retention of top talent and enhances employee performance at all levels of the organization.
- Develop, implement, assess and evolve an enterprise-level Learning and Development strategy to build the skills, knowledge, capabilities and behaviours required to ensure the GTAA meets its strategic objectives and satisfies all regulatory training requirement
- Develop and implement Organizational Learning standards including processes, templates, instructor selection criteria and measurement (e.g., Kirkpatrick levels 1-4) to ensure a consistent approach to learning and development throughout the GTAA
- Coach functional Training Managers and departments on these standards
- Conduct needs and cost-benefit analysis to diagnose business needs for training versus other (non-training) organizational development solutions, initiatives and interventions
- Lead the Learning Management System (LMS) strategy including improvements, administration and provide business oversight. Source and implement new technologies as required
- Commit to and deliver on the GTAA People Manager Promise to support and further the business’ vision through the development of a diverse, multi-skilled team
- Lead people by providing coaching, guidance and development by providing meaningful feedback for personal and career growth
- Execute flawlessly by clearly defining expectations and successful outcomes in order to foster a positive, healthy and safe work environment
- Develop and manage relationships, negotiate contracts and manage service level agreements with key outside vendors, educational institutions, professional networks and other strategic service providers to support program design, development and/or delivery as appropriate
- Act as content owner/Subject Matter Expert for Organizational Learning and Development policies
- Act as a Facilitator for Organizational/Leadership Learning programs that are delivered internally
- Ensure the timely reporting of regulatory training completion, ensuring that appropriate processes and procedures are in place to support the completion of regulatory training and flag any potential risks
- Assist in the preparation and management of the Organizational Learning budget
Qualifications
- Must have a post-secondary degree or diploma in Human Resources, Adult Learning or similar program
- Certificate/Diploma in Adult Education preferred
- 8 years’ experience using and administering LMS (Learning Management System)
- 8 years’ experience facilitating learning sessions and meetings at mid-level to senior-level roles
- 8 years’ experience developing and implementing enterprise-wide learning programs
- 5 years' experience leading a team of learning professionals
- 10+ years in a management learning role executing organizational wide programs preferred
- Certified Human Resources Professional (CHRP), Certified Organizational Development Professional (CODP) or Certified Training & Development Professional (CTDP) preferred
- Must be able to obtain and retain Transportation Security Clearance
Knowledge, Skills and Abilities
- Knowledge of Adult Learning Principles and the ADDIE Methodology
- Experience designing a training curriculum that includes multiple learning methods (i.e. e-learning, instructor-led, virtual, etc.)
- Project Management methodology and strong business acumen combined with high degree of impact & influence
- Proven ability to work across an enterprise organization providing guidance to multiple units through relationship management. A collaborative style in building relationships and quickly gaining credibility with key stakeholders across the business
- Knowledge of working with vendors overseeing complex contracts with timely and cost-effective deliverables
- Demonstrated experience managing multiple concurrent projects and initiatives
- Excellent interpersonal and communication skills, including group facilitation skills, and the ability to communicate complex information in a simplified and interesting manner to a diverse audience
