Human Resources Manager, Employee & Labour Relations and Health & Safety

You’re a human resources generalist with expertise in employee and labour relations as well as health and safety – ready to play a key role in promoting a safe, harmonious workplace and creating a client-centred, technically skilled and high-performing work group in a diverse municipal environment.

Reporting to the City Solicitor and Director of Human Resources, you will provide expert, effective and proactive advice and guidance to the City at all levels on a wide range of labour and employee relations issues, as well as manage the Health and Safety program. Your primary objectives as Human Resources Manager of Employee & Labour Relations and Health & Safety will be to enhance workplace safety and harmony, contribute to a respectful work environment that is free of discrimination and harassment, while ensuring adherence to all collective agreements, employment, health and safety laws and regulations, and corporate employment policies.

Both a hands-on manager and a strategic thinker, you will lead the Employee & Labour Relations and Health & Safety team as well as provide employee and labour relations coaching and advice to corporate management personnel, the Client Services team and the Compensation and Benefits team. A recognized mediator and negotiator, you’re also well prepared to facilitate collective bargaining and act as Chief Spokesperson for a portfolio of collective agreements.

This is a substantial mandate, with wide-ranging accountabilities, for a forward-looking HR leader who scans the internal and external environment, to remain current with legislation/regulations, changes to legislation, case law, trends and practices, and ensure that appropriate policies, procedures and programs are developed and implemented.

Bring your expertise and passion for excellence to this role as Manager, Human Resources – Employee & Labour Relations and Health & Safety:

  • Your professional credentials include a degree from a recognized university with specialization in a field relevant to Human Resources, recognized certification in mediation and negotiation, and recognized training in workplace investigation and reporting.
  • Ideally, you also hold a Human Resources designation and recognized certification in Adult Education.
  • Your five (5) or more years of related, progressive management experience in complex public or private sector unionized work environments will, preferably, have included municipal experience.
  • You bring expert knowledge of all legislation related to Employment and Health & Safety.
  • You demonstrate the ability to use strategic approaches and operational understandings to devise innovative solutions, deal with complex human resources issues, as well as develop and execute HR policies and programs to drive the achievement of HR business plan objectives.
  • Your strong project management and leadership skills, working with multidisciplinary teams, are complemented by a proven ability to prepare for, and negotiate, collective agreements, while acting as Chief Spokesperson.
  • You possess strong communication and analytical skills needed to prepare and present strategic issue papers and reports.
  • You will hold a valid Ontario Class “G” Driver’s Licence, as the position involves travel to satellite offices, meetings and conferences.
  • You are flexible in terms of work hours, in order to facilitate handling of urgent health & safety and employee & labour relations issues, conduct collective bargaining and attend Council meetings.
  • A satisfactory police criminal record check will be required as a condition of employment.
