General Accountability

Implements and administers human rights programs and policies at the TTC. Reviews, investigates, analyzes, and resolves complaints from employees and customers regarding alleged contraventions and/or other violations.

Key Job Functions

  • Ensure work practices are following all policy and legislation requirements.
  • Provide documentation, statistics, or other materials containing information pertinent to role and area of responsibility.
  • Provide guidance or information on a given topic, providing support as needed (i.e., through training, information sessions, or other methods).
  • Coordinate or conduct the review of issues from staff or customers (typically resulting from complaints), and analyze and resolve disputes as appropriate.
  • Establish a working relationship, typically in order to cooperate on matters of mutual concern.
  • Review or collect data using a variety of research techniques (occupational analyses, surveys, structured interviews, focus groups, and questionnaires) regarding a topic area and analyze, providing recommendations and changes as required.
  • Obtain or bring about a resolution with internal and/or external parties.
  • Promotes a respectful work and service environment that supports diversity, inclusion, and is free from harassment and discrimination. Provides leadership in the development and implementation of inclusive and accessible policies, programs and/or services for employees and customers in accordance with TTC’s commitments and obligations under the Ontario Human Rights Code (OHRC) and Related Orders, the Accessibility for Ontarians with Disabilities Act (AODA), and TTC’s policies.

Education and Experience

  • Completion of a post-secondary school education in human rights or a related field (e.g. Law, Diversity and Human Rights, Labour Relations, Public Policy and Administration, etc.) , combined with several years of directly related work experience
  • A LL.B. or J.D. and experience in human rights law are definite assets

Additional Requirements

  • Thorough knowledge of the Ontario Human Rights Code, the Human Rights Tribunal of Ontario’s procedures, the Accessibility for Ontarians with Disabilities Act, the Occupational Health & Safety Act (including Bill 168 and 132 amendments), and other relevant legislation combined with a good knowledge of equal opportunity principles, diversity and inclusion  principles, and jurisprudence related to human rights issues;
  • Demonstrated ability to interpret various corporate policies relating to workplace violence, workplace harassment, and discrimination, accommodation and accessibility, unprofessional conduct, and equal opportunity, as well as Collective Agreements;
  • Extensive interviewing and investigative skills and experience, particularly in workplace conduct investigations;
  • Strong conflict resolution and mediation skills and experience;
  • Highly developed use of judgement, strategic thinking, discretion, and objectivity, supported by strong analytical and problem solving skills;
  • Superior organizational and case management skills, and ability to independently manage a high volume of cases;
  • Demonstrates professional communication (both verbal and written), and interpersonal skills, including the ability to deal with issues of a sensitive and confidential nature;
  • Superior report writing, training, and presentation skills;
  • Demonstrated ability to manage competing priorities and work under pressure, and handle confrontational and emotionally charged issues;
  • Ability to multitask and manage competing priorities;
  • Proficient in the use of a PC and related software applications such as MS Word, Excel, case management databases, etc. required to perform duties;

The incumbent may be required to occasionally work outside of regular business hours and travel to TTC workplaces, and  other locations within Toronto (all accessible by transit) in order to meet the scheduling demands of a 24/7 operation.
