Reporting to the Director, Human Resources Services the incumbent is responsible for the day-to-day operations of the College’s payroll service and for the administration of benefit policies, pension plan, employee and family assistance program, and disability management for all employee groups.   Specific duties include, but are not limited to:

  • Overseeing the day-to-day operations of the College’s payroll service which includes:
  • Ensuring the accuracy and timeliness of the College payroll
  • Ensuring College payroll policies, procedures and services are current and in compliance with federal and provincial legislation
  • Developing new payroll guidelines and processes to ensure accurate and efficient administration of programs and services, including annual, quarterly, and monthly reporting to Government bodies, all year-end processes including balancing and issuance of T4’s, T4A’s as well as the annual returns for WSIB and EHT
  • Leading the implementation and application of policies and procedures related to the payroll unit as changes to legislation, collective agreements and College policies are made
  • Ensuring appropriate levels of internal controls and separation of duties are in place to mitigate risk to the college
  • Coordinating preparation of materials for external and internal auditors
  • Overseeing the preparation of annual reports and submission of surveys or statistics as required
  • Managing staff (i.e. recruiting, developing, motivating, evaluating, monitoring workloads, etc.) and fostering / developing a strong team environment in a high volume, highly specialized, unionized, academic environment with multiple, simultaneous deadlines
  • Contributing to the development of departmental goals and objectives appropriate input into plans and budget
  • Administering the College’s benefit plans, pension plan, employee and family assistance program, as well as the short-term and long-term disability processes for all employee groups which includes:
  • Ensuring compliance with carrier policies, collective agreements, Terms and Conditions of Employment Administrative Staff and related legislation
  • Ensuring information provided is accurate
  • Ensuring that consistent and efficient processes are followed
  • Ensuring clear communication protocols between all stakeholders
  • Updating procedures as needed




    • Successfully completed a postsecondary education  in a relevant field of study that may include, but is not limited to business, accounting, and human resources
    • Completion of Certified Payroll Manager (CPM) designation would be preferred
    • Five years of experience in a compensation and benefits role in a fast paced high volume environment
    • Experience providing leadership and supervising staff
    • Experience working with and interpreting Collective Agreements / policies and procedures
    • Demonstrated knowledge, with the ability to interpret, government regulations and legislation (provincial and federal) pertaining to payroll including CRA, CPP, EI, WSIB, etc.
    • Experience with a computerized HRIS/HCM system (preferably PeopleSoft version 9.0 or higher)
    • Must be detail oriented with a high degree of accuracy
    • Proven interpersonal and communication skills (oral and written)
    • Excellent organization, time management and multi-tasking skills
    • Ability to deal with confidential issues professionally and with the utmost discretion
    • Strong analytical, problem solving and critical thinking skills
    • Ability to work independently
