Reporting to the Chief Operating Officer (COO), the Director of Human Resources is responsible for providing innovative, strategic and day-to-day leadership that supports NOSM’s management, staff, unionized staff and faculty in achieving their academic, administrative and professional mandates across our distributed learning environment. This position assumes a leadership role in initiating and implementing effective HR/LR planning and program/systems development to ensure NOSM achieves its strategic priorities and mission, and also to ensure the School’s sustainability and growth into the future. The Director, HR has a specific role regarding the application and adherence by the School of professional ethics and principles, ensuring practices are fair, honest and support diversity in all portfolios. The incumbent is charged with ensuring the effectiveness of HR programming and the constant improvement of employee engagement, workplace culture and labour relations climate. The Director, HR is a member of the Senior Administrative Group and Management Group; and participates, as required, with the Executive Group and the Board of Directors on Human Resources related matters.
Tasks may include but are not limited to the following:
- Responsible to conceptualize and provide leadership to the development and achievement of NOSM’s Human Resources Plan, as amended and updated, in order to ensure the School achieves its mandate and vision, operates ethically, fairly and efficiently, remains competitive and sustainable, and becomes a highly desirable and respectful workplace and working environment.
- Provide leadership to the HR Unit in the provision of day-to-day, corporate and executive HR service delivery (e.g. labour/employee relations; compensation; recruitment; job descriptions & classification; employment transition and organizational design, etc.); achieve high standards of service delivery; manage and consult on expectations; embody the HR Unit’s commitment to NOSM’s Values and specifically, towards a customer service and operational/business achievement mindset.
- Serves as key advisor and service lead on Human Resources and Labour Relations matters to the COO, the Dean and the Executive Group; and the Board of Directors and/or its Executive and support achievement of related strategic HR objectives and leadership of organization wide HR projects where applicable.
- Responsible for developing and managing the HR Unit budget and service delivery plans
- Accountable for modern, effective, creative and affordable organizational development and wellness programs, frameworks, polices and initiatives in order to maximize employee engagement and productivity, drive employee motivation and job satisfaction, promote a Learning Organization, and produce a culture that reflects NOSM’s Values and in which all staff have a direct sense of affiliation with the School and its vision/mandate. Market NOSM as a desirable employer, achieving best results in recruitment and retention.
- Examples of such organizational development and wellness discipline areas include: learning & development; management & leadership development; employee engagement & culture; talent management (including both performance and succession management); work/life balance; rewards & recognition; healthy workplace; attendance and disability management; return-to-work and workplace accommodations; occupational health & safety and WSIB; human rights and diversity.
- Leadership of NOSM’s labour and employee relations mandate, climate, approaches, style and policies in the context of: (a) collective bargaining with Faculty and Staff; (b) day-to-day positive relationships with the Unions; (c) the handling of specific disputes, investigations, grievances, litigation and proceedings. Ensure effective and relationship-oriented employee counseling, alternate dispute resolution (ADR) and conflict management approaches; and systemic approaches and culture that empower all NOSM employees to have a voice, with the ability to raise concerns in a positive manner and receive a fair, timely and objective resolution.
- Accountable for sound, effective and demonstrable HR policies and practices (e.g. delegations of authority; approval & decision-making structures; payroll practices etc.). Accountable for NOSM’s pay and benefits systems, including related HR and Financial controllership standards and practices. Ensure data integrity and legal compliance of the pay and benefits system, and also the collection and storage of personnel and health records. Ensure security of NOSM’s HR information system, payroll, benefit and filing information. Ensure effective back-up and disaster recovery, as well as legal compliance for file retention.
- Responsible for NOSM’s Human Resources Information Systems (HRIS), ensure the sustainability of the system in order to remain legally compliant (e.g. payroll; information capture & storage) and able to produce data, demographics, service delivery reports and other information to support: (1) effective HR programming; (2) the ability for the Executive to remain informed and make effective decisions; (3) establish benchmarks and measures, and report on performance metrics, for HR service delivery.
- Initiate, review, approve and manage major contracts on behalf of the organization such as Employee Assistance, Human Resources Legal Counsel, Attendance Management Services, Independent Medical Examination. Assess value, service levels and achievement of goals of such programs.
- Provide leadership and oversight of NOSM’s compensation and classification systems, policies and controls, and guide managers and the executive group in the application of these systems, supporting NOSM as: a competitive employer able to recruit and retain needed talent; sustainable financially; consistent with Board mandates and Lakehead/Laurentian partnership principles; compliant with applicable legislation and balances control with adaptability/responsiveness in a fashion that is fair, open and transparent, objective and consistent
- Promote collaboration and shared approaches/initiatives with Laurentian and Lakehead Universities. Maximize the opportunities and mutual benefits from this partnership. Represent NOSM with Lakehead and Laurentian on human resources and labour relations (e.g. contingency planning and strike response) related matters; represent NOSM on various Ontario (AOUHRP) and National (CAUBO) Human Resources forums. Engage other partners from the Broader Public Sector (e.g. Sudbury and Thunder Bay hospitals; respective Cities; the Ontario Public Service) in order to find synergies, program delivery options and opportunities for shared approaches and product development.
- Performs all other duties as assigned
- A Masters degree in Human Resources, Industrial Relations, Employment Law, Organizational Development/Psychology, Business Administration or relevant discipline from a university with Canadian accreditation or an equivalent combination of education and experience is required.
- CHRP, CHRL or SHRL designation from the Human Resources Professional Association (HRPA) is required.
- PCP designation from the Canadian Payroll Association (CPA) is an asset.
Knowledge, Skills and Abilities
- Minimum of ten (10) years of directly related professional human resources and labour relations experience in a unionized environment including five (5) years in supervisory roles with increasing responsibility and evidence of leadership experience is required.
- Experience with effective service delivery and stakeholder relations
- Experience in portfolio and organization-wide budget management and forecasting; contributing towards corporate and clients’ operational and strategic planning through integrated business planning/strategic workforce planning
- Experience in strategy formulation, planning and implementation
- Demonstrated leadership and ability to create and execute HR vision and strategy for a complex academic organization are essential.
- Proven experience in the management of projects under tight deadlines
- Demonstrated experience working with external contractors and vendors; managing corporate contracts such as labour lawyers, EFAP services, attendance & disability management vendors
- Proven strategic leader with a deep understanding of how to best structure a people-oriented operation.
- Experience working the public sector and/or an academic environment an asset
- Employment related legislation to ensure NOSM’s compliance with all applicable laws, when intervention or outside counsel is needed, and how to best build programming and controls around such requirements (e.g. Accessibility for Ontarians with Disability Act, Human Rights Code, Employment Standards Act, Occupational Health & Safety Act, Labour Relations Act, Income Tax Act, Workplace Safety & Insurance Act, Freedom of Information & Protection of Privacy Act, Personal Health Information Protection Act, Public Salary Disclosure Act, Broader Public Sector Executive Compensation Act, etc.)
- Modern HR principles, practices, trends and controllership approaches and methodologies
- Expert knowledge of labour relations (grievances & arbitration; collective agreement interpretation & administration; collective bargaining) and core HR disciplines such as recruitment, talent & performance management, health & safety, learning & organizational development, etc.
- Project management techniques and processes
- Proficiency with computer software, such as MS Office (particularly PowerPoint), Visio and various computer office software (i.e. word processing, spreadsheets, databases, web-based applications, communications)
- Effective communication skills to compose and design documents, presentations and newsletters; prepare budget and strategic plans for Executive and Board review and decision-making; develop instructional materials and teach/coach managers
- Experience supporting and expanding the use of information systems to support HR service delivery
- Work closely with the Senior Executive Team as well as a diverse Board of Directors and provide insightful and strategic insights and advice
- Work independently and on interdisciplinary teams in a changing environment
- Work on several tasks/projects simultaneously under tight deadlines
