Job Summary: 

Reporting to the Director, Employee and Labour Relations, the Labour Relations Specialist is a key point of contact for managers, staff and the unions with respect to the official interpretation, application and administration of the collective agreements.  The Specialist is expected to demonstrate exceptional subject matter knowledge in the areas of collective bargaining, employee relations, labour relations, grievance management and dispute resolution tactics.  The Specialist contributes to strategic planning and risk assessment involving matters negotiated across multiple labour-management working groups and committees. 

Nature of work/Responsibilities: 

  • Provides functional advice to management partners, employees and the unions with regard to employee and labour relations issues
  • As a key member of the Administration’s bargaining teams gathers background information, assists with the development of collective agreement proposals, participates during negotiations and supports the implementation of collective agreements by developing and delivering training to employees once collective bargaining is complete
  • Manages the grievance process for various unions by advising managers and liaises with union contacts in relation to grievances, mediations and arbitrations
  • Creates and updates policies and procedures to ensure compliance with collective agreements
  • Other duties as assigned

  • An undergraduate degree is required, with specialization in labour or industrial relations highly preferred

Required Experience:

  • A minimum of five (5) years practicing labour relations, as a labour specialist, in a highly unionized environment
  • Experience in post-secondary environments is considered an asset
  • Expertise in the areas of grievance management, collective bargaining, employee and labour relations and dispute resolution tactics along with the ability to gain credibility as a subject matter expert (SME) in labour relations
  • Knowledge and experience working with relevant legislation (i.e. Employment Standards Act, Labour Relations Act, Human Rights Code)
