COSTI’S HUMAN RESOURCES DEPARTMENT REQUIRES A MANAGER,
HUMAN RESOURCES STAFFING AND ORIENTATION

The successful candidate will be a member of the HR team and will focus on the area of staff recruitment, within a unionized environment. Typically, there are over 150 postings per year.
This is a non-Union contract position scheduled to work 35 hours per week.
(Current incumbent is on Maternity/Parental Leave)
DUTIES
- Develops and implements effective recruitment strategies for hiring in all positions (union and management) across the agency.
- Reviews and approves all job postings and ensures their broad distribution.
- Works with the H.R. Senior Administrator to maintain broad based and occupation-focused job posting data bases.
- Oversees all aspects of the hiring process including screening internal candidates for minimum qualifications, reviewing and approving of interview questions, participating in interviews when required, reviewing interview notes, ensuring references are conducted.
- Prepares and maintains documentation on all recruitment processes, correspondence and represents management at grievances.
- Maintains and monitors both the Union seniority list and the recall list.
- Guides and mentors hiring managers in all aspects of recruiting and hiring, including changes in legislation, screening candidates, vetting of interviewing competitions, development of training plans, presenting job offers and addressing any queries that might arise through the process.
- Monitors the completion of employee training plans.
- Oversees all aspects of the onboarding process for new hires in Microsoft Dynamics NAV (HRIS)
- Reviews the work of Senior HR Administrator in relation to updating HRIS for any changes related to rates, contract extensions, assignment change, layoffs etc.
- Administers, coordinates and monitors Canada Summer Jobs Funding Applications ·
- Ensures all hiring complies with Collective Agreements, HR Policies, Employment Standards Act, Human Rights and other related legislation.
- Coordinates and organizes special projects, including the annual staff conference, agency training initiatives, and recognition program.
QUALIFICATIONS
- Bachelor Degree in Human Resources Management.
- Minimum of 3 (three) years of experience managing the full cycle recruitment process. Preference will be given to those with recruitment experience within a Unionized environment
- Demonstrated experience working with Microsoft Dynamics NAV
- Computer skills are required in Microsoft Office with emphasis on Excel,Word , and internet/intranet.
- Thorough knowledge of Ontario labour and employment related legislation.
- Well-developed verbal and written communication skills in English. The ability to speak another language is an asset.
- Positive approach to managing relationships and problem solving.
- Proven ability to work within a multicultural setting. . Highly developed organizational skills
