Your role

As part of the Industrial Relations team, you are responsible for interpreting, administering and negotiating employee collective agreements such as the CBC-Canadian Media Guild agreement and the CBC/Radio-Canada Association of Professionals and Supervisors agreement. You provide input into the planning and development of CBC/Radio-Canada positions regarding cases/issues in all areas of Industrial Relations.

 

Reporting to the Senior Director, Industrial Relations, you provide advice and guidance to HR managers and generalists regarding the interpretation, application and administration of collective agreements, labour legislation, and activities pertaining to the negotiation of collective agreements. Using your well-developed research and analytical skills, you will provide insight to manage industrial relations issues and the relationship with the union. Furthermore, you will be called upon to participate in negotiations, resolve grievances, arbitrations, joint committee meetings and matters referred to the Canadian Industrial Relations Board, and to manage projects in the Industrial Relations department.

 

Main Duties:

  • Provides industrial relations guidance and advice to management and human resources personnel.
  • Provides day-to-day direction, advice and guidance to line managers on the administration and management of relevant collective agreements.
  • Promotes and maintains constructive relationships with the unions.
  • Develops, recommends and implements guidelines for collective agreement administration to ensure consistency across the Corporation with long term HR/IR and operational goals in mind.
  • Represents management in administration of collective agreements, including interpretations, grievances, and arbitration.
  • Ensures that CBC grievance activities are monitored, participates in the assessment of cases considered for reference to arbitration, and participates in the development of CBC positions in such cases.
  • Assists in collective bargaining on behalf of the Corporation.
  • Monitors the IR environment (e.g. legislation; judicial, regulatory and administrative board decisions), and analyzes collective agreements in order to keep abreast on current issues and practices.
  • Participates in IR related associations and ensures relevant information is relayed to CBC management as appropriate.

We are looking for a candidate with the following:

  • University degree in Business, Human Resources or Industrial Relations.
  • 5 to 7 years of in-depth knowledge and experience in the industrial relations field including areas such as labour legislation, grievance resolutions, arbitration, mediation and negotiations.
  • Demonstrated ability to assess and analyze operational, business and human resources management issues and objectives as well as labour/union strategies is required.
  • Knowledge of current and emerging trends in Industrial Relations.
  • Excellent interpersonal and communication skills (oral and written) are required.
  • Strong analytical skills.
  • Bilingualism is preferred. 
  • Ability to negotiate resolutions, potentially in confrontational environments, as well as handling more subtle, informal interactions, is required.
  • Creativity is required to solve problems, resolve disputes and structure agreements to the satisfaction of both management and unions.
  • Ability to effectively handle a demanding workload.
  • Attention to detail is required.
  • Able and willing to work flexible hours, including weekends, evenings, etc.
  • Able and willing to travel within Canada if required.
