In this exciting new position, you will provide effective leadership in the areas of health and safety, employee health services and data administration.

Responsibilities include:

  • Through direct reports, manage the day-to-day operations and direct supervision of the Human Resource Services team including Occupational Health and Safety, Employee Health Services, Data Management and Administration.

Occupational Health and Safety

  • Advise and counsel senior management, department managers and supervisors, principals, vice-principals and employees with respect to  the administration and interpretation of health and safety legislation, collective agreement/terms and conditions of employment and policies, procedures and programs related to workplace hazards, illnesses, accidents, injuries, violence and harassment.
  • Act as an expert resource on health and safety issues to stakeholders across the system. 
  • Monitor the activities of the various operating departments and schools, to ensure legislative and regulatory compliance, fulfil Ministry of Labour Orders and maintain provisions of the Terms of Reference for the Joint Health and Safety Committees.
  • Ensures all health and safety programs meet legislative and regulatory requirements and apply best practice standards.
  • Provide advice and direction to staff as to the appropriate course of action, maintaining and analyzing statistical data and required information related to health and safety issues.
  • Oversee staff implementing health and safety programs, maintaining and analyzing statistical data and required information related to health and safety issues.
  • Promote the health and safety of employees through an understanding of legislation, regulations, and standards to increase organizational awareness, ensure compliance, and manage risk.
  • Audit the effectiveness of health and safety programs and procedures, identify key issues and make recommendations for revisions and improvements based on legislation, industry standards, best practices, current and emerging trends, and overall system needs.
  • Identify, review and develop new and/or changes to human resources policies and administrative regulations.
  • Represent the Board at local/provincial level with respect to Occupational Health and Safety as required.
  • Prepare and present reports on Occupational Health and Safety matters to senior administration and the Board, as required.
  • Coordinate the Board’s response to legal challenges and external investigations, such as Labour Board complaints and Ministry of Labour reviews, including acting as resource to legal counsel at proceedings.

Employee Health Services

  • Through direct reports, manage the day to day operations of the benefits and wellness programs, disability management, ensuring roles and responsibilities are understood, performance objectives are monitored and provide guidance/coaching as needed.
  • Support the coordination of the Board’s response to legal challenges and external investigations with respect to disability management and WSIB matters including acting as resource to legal counsel at proceedings.
  • Oversee the development and implementation of Abilities Management in collaboration with Staffing, Attendance Management and Labour Relations Teams to implement new procedures and maintain the system using HR Software Applications as required.
  • Oversee the Board’s employee wellness programs and Board initiatives, including Board’s wellness website.
  • Through direct reports, oversee the administration of employee benefits programs and recommend process improvement to reduce cost and increase efficiency.

HR Data Services and Administration

  • Through direct reports, manage the day to day operations of HR data services and administration including maintenance of human resource information systems, entry and processing of employee records, and compliance with data management and reporting requirements.
  • Through direct reports, oversee short-term absence process and absence dispatch system.
  • Advise and support consideration of and/or implementation of new systems as requested.
  • In collaboration with other departments, through direct reports, oversee the implementation of new enterprise resource planning system.

General Duties

  • Represent HR Department on various system level committees, as required.
  • Collaborate across HR functions to achieve strategic priorities and provide integrated HR solutions.
  • Identify, review and develop new and/or changes to HR policies and administrative regulations.
  • Prepare and present reports on HR matters to senior administration and the Board, as required.
  • Provide oversight and direction to employees in HR Department to ensure alignment of departmental activities with organizational strategic priorities.
  • Plan, evaluate, and improve the efficiency of business processes and procedures to embed service excellence in all operational activities.
  • Maintain professional and technical knowledge through participation in ongoing development opportunities.
  • Plan and support the development of individual team members to effectively achieve goals.
  • Provide team members with timely, appropriate feedback on performance.
  • Other duties as assigned.

Qualifications:

  • Three years of post-secondary education (i.e. university, college or technical training) in Human Resource Management, Occupational Health and Safety or equivalent.
  • Certified Registered Safety Professional or equivalent would be considered an asset.
  • Joint Occupational Health and Safety Committee Certification training would be considered an asset.
  • Human Resources Management Designation (CHRL, CHRP, or equivalent) is considered an asset.
  • Five to seven years of related experience working in a progressive Human Resource environment (public sector environment is preferred).
  • Experience leading teams in a complex, fast-paced environment required.
  • Experience directly managing a team and/or employees is preferred.

Specialized Skills Required:

  • Advanced knowledge of Occupational Health and Safety Act, WSIB and related legislation.
  • Experience working with the Ministry of Labour, investigations, orders, compliance reporting and conducting onsite visits.
  • Knowledge and experience in benefit plan design, costings, reconciliation(s), data audits and administration.
  • Experience in case management related to employee injury, illness, return to work, disability or accommodation in the workplace.
  • Experience administering employee benefits and wellness programs.
  • Ability to communicate and work effectively with many different stakeholders.
  • Expert level skills and experience in word processing, spreadsheet, database, report writer (Crystal preferred), and HRIS information systems.
  • Experience with the design and delivery of training and instructional programs to wide range of audiences.
  • A commitment to service excellence.
  • Contributes solutions to complex situations.
  • Effective coaching, mentoring, conflict resolution and relationship management skills.
  • Valid driver’s license and use of own vehicle.
  • Valid First Aid and CPR
