Human Rights Specialist

Reporting to the Supervisor, Diversity and Inclusion, you will handle all harassment and discrimination matters to ensure that the City's workplaces are free from harassment and discrimination, in accordance with the relevant legislation and the City’s policies and procedures. Your responsibilities as Human Rights Specialist will range from receiving, assessing, investigating, mediating, and advising on human rights complaints, to ensuring the ongoing development and delivery of human rights-related training and education. Leveraging your knowledge of applicable legislation, you will develop policies, procedures and processes to ensure compliance with the Accessibility for Ontarians with Disabilities Act, 2005 (AODA) Employment Standards, and will also act as staff liaison to Volunteer Advisory Committees within the Diversity and Inclusion portfolio.

 

Your qualifications for the role of Human Rights Specialist include:

  • Post-secondary education in a discipline that covers human resources management, employment law, mediation, conflict resolution or disability management, or an equivalent combination of education and related work experience.
  • CHRL designation (preferred) and/or experience working in a variety of Human Resources functions such as labour relations, employment services, work accommodation, and organizational development.
  • Comprehensive knowledge of the Ontario Human Rights Code, Occupational Health and Safety Act, Bill 132, and Employment Standards Act.
  • Working knowledge related to employment accommodation and AODA Employment Standards.
  • Demonstrated experience conducting effective, thorough investigations and following formal documentation processes.
  • Ability to assess complaints through investigations, fact gathering and document reviews.
  • Ability to oversee complaints made to the Ontario Human Rights Tribunal and to develop strategy and responses at hearings/mediations on behalf of the City.
  • Ability to utilize sound judgement to provide advice, coaching and consultation to all levels of management and staff as well as Community Advisory Committees.
  • Demonstrated competency to work independently within an HR team environment to champion positive outcomes.
  • Superior problem-solving, mediation, facilitation and analytical skills.
  • Ability to make recommendations and provide appropriate follow-up in the areas of education, information, mediation and policy revisions.
  • Ability to assess training needs for multiple internal and external stakeholders.
  • Proven competency in the design and delivery of effective training and presentations.
  • Demonstrated ability to work effectively with people at all levels within the organization.
  • Strong report-writing skills.
  • Experience preparing statistical reports and data analysis.
  • Concise and tactful verbal and written communication skills.
  • Experience in a major unionized public-sector organization, an asset.
  • Ability to work outside regular business hours and travel occasionally, as required.

 

This permanent, full-time position offers a wage range of $86,517.34 to $101,186.54 per annum.
