The Ontario Secondary School Teachers’ Federation is seeking the services of a Human Resources Specialist. 

PART I – POSITION SUMMARY

Reporting to the General Secretary, the Human Resources Specialist is responsible for carrying out a variety of human resources related activities in support of the OSSTF/FESSO Provincial Office. The incumbent will be responsible for facilitating the implementation of human resources policies and processes; providing related advice and guidance to colleagues and senior staff; full cycle recruitment and for interpreting OSSTF/FEESO Provincial Office collective and employee agreements, policies and procedures, as well as relevant legislation. 

DUTIES AND RESPONSIBILITIES  (not listed in order of priority)

  • Plan, develop, implement and evaluate human resources and labour relations strategies including policies, programs and procedures while ensuring compliance with legislation.  
  • Collaborate and partner with senior staff during bargaining, drafting proposals, preparing memorandum of settlements and new collective agreements.
  • Provide consistent interpretation on Human Resource policies and collective agreements, advising on effective resolution of complex people management issues that may require corrective action or progressive discipline up to and including termination; consulting with legal counsel as appropriate.
  • Perform full cycle recruitment including job description development, job postings, candidate screening, develop interview guides, interviewing and selecting candidates.   
  • Act as the main point of contact as the benefit plan administrator responsible for answering all employee queries and processing all benefit enrolments, retirements, terminations, and changes electronically while liaising with the plan carrier to keep abreast of negotiated changes and renewals to the plan.
  • Manage disability cases by providing support, advice and guidance to senior management regarding disability management, accommodation and return to work; liaising with Disability Management Consultants, Legal Counsel, WSIB Case Adjudicators; facilitating safe and timely return to work through a coordinated effort with relevant parties.
  • Compile and analyze data, identify trends, provide regular reporting to senior management, and provide recommendations on key HR metrics.
  • Support the Pay Equity process as per applicable legislation and act as a resource/advisor to both the evaluation and steering committees. 
  • Act as the management representative on the Joint Health and Safety Committee, schedule and attend meetings, manage incident reports, oversee investigations and maintain records.
  • Liaise with Ergonomist and other safe working advisors to provide assistance with employees’ ergonomic assessments and facilitate with following through with the requirements of the reports.
  • Support all aspects of the grievance process; prepare documentation for mediation or arbitration, as required and participate in the meetings. 
  • Undertakes ad hoc HR projects as required.

PART II – POSITION REQUIREMENTS

EDUCATION AND EXPERIENCE

  • Four (4) year Bachelor’s degree in Human Resources, Business or a related program or post-graduate certificate in Human Resources. 
  • Certified Human Resource Professional (CHRP)/Certified Human Resources Leader (CHRL) designation considered an asset. 
  • Three (3) to Five (5) years of progressive experience in human resources, preferably with experience in a multi-union environment. 
  • Excellent verbal and written communication, organization and time management skills.
  • Ability to work in a fluid and challenging work environment with changing deadlines.
  • Strong problem-solving skills and proven ability to exercise sound professional judgment, especially regarding confidential/sensitive matters.
  • Intermediate skills in the MS Office Suite and familiarity with ADP Workforce Now.
  • Ability to communicate in a sensitive, courteous manner with members, office staff, stakeholders and the general public.
  • Understanding of and a commitment to confidentiality.

SALARY AND BENEFITS

  • Starting salary is $83,700, with subsequent increases, as per the employment agreement.
  • Comprehensive extended health benefit plan and participation in the OMERS Pension Plan.
  • Terms and conditions to be outlined in an employment agreement that is subject to ratification by Provincial Council under Bylaw 11.2.15.
