Manager, Talent Management and Organizational Development:
Reporting to the Executive Director, Human Resources & Organizational Development, the Manager of Talent Management and Organizational Development is a hands-on position and a strategic partner and advisor to the Human Resources Department and to the College community. The Manager will be responsible for providing direction and management in the creation and execution of organization-wide, inclusive strategies and programs to build leadership and employee capability to meet the current and future needs of the College aligned with the College’s strategic plan. These programs will focus on acquiring and on-boarding top talent; building a resource and succession pipeline; performance management and goal setting; employee recognition and engagement; and, developing and creating employee learning and development solutions that impact individuals, teams, departments and the overall organization.
Responsibilities:
- Develops and plans talent strategies and related programs, policies, and services including; resource planning, succession management, talent acquisition and retention, on-boarding, employee development, employee engagement and recognition, performance management and learning and development
- Creates and manages a comprehensive talent acquisition strategy and process for all employee groups
- Creates and maintains recruitment and staffing plans
- Identifies organizational capability gaps and develops strategies to overcome these
- Responsible for the implementation of an HR system solution and policies for talent acquisition, on-boarding and resource planning
- Assists in developing the Employee Engagement strategy
- Identifies employee and career development opportunities through formal training, mentoring, coaching, and “stretch” assignments
- Plans, develops, delivers/facilitates and evaluates organizational development activities to meet long-term and short-term needs in support of the College’s strategic direction
- Evaluates the performance management program and processes
- Develops and manages employee recognition programs
- Develops and manages employee succession programs
- Develops and sustains strong, collaborative partnerships with stakeholder groups both inside and outside the College to proactively identify, resolve and coordinate efforts in relation to strategic talent management programs and initiatives
- Drives a continuous improvement mindset and practice in order to ensure all new and current programs and practices are designed, regularly reviewed and streamlined for maximum efficiency and effectiveness
- Interprets, administers and ensures compliance with employment legislation, provisions of collective agreements, and College HR policies and procedures
Qualifications:
- Completion of a four (4) year degree, preferably in Human Resources or a related field. A post-graduate program or Master’s degree in Industrial Psychology, Organizational Development, Human Resources or related field considered an asset
- A CHRL/CHRE designation considered an asset
- Minimum seven (7) years’ experience and proven successful management and development in key areas of talent acquisition/management, organizational development, performance management and employee engagement
- Experience managing large scale change initiatives
- Experience managing projects from conception to implementation
- Strong communication skills including experience with facilitation and presenting to audiences at all levels of an organization
- History of strong partnership and collaboration across team and organizational boundaries
- Experience in a unionized post-secondary institution or public sector organization considered an asset
- Ability to work collaboratively, in a team-based environment, with a wide variety of stakeholders
- Strong computer literacy, financial skills and the ability to work with quantitative data
- Knowledge of and commitment to continuous assessment and quality improvement
- Good organizational skills and attention to detail
- Self-starter with the ability to work independently
- Highly organized with the ability to handle multiple tasks and work well under pressure
