HUMAN RESOURCES SERVICES ADMINISTRATOR:

Reporting to the Executive Director, Human Resources, the Human Resources Services Administrator has a dual-role involving full spectrum human resources office management and providing support to the Executive Director. The position coordinates the overall workflow of the Human Resources Department, which includes management of the day-to-day office operations; coordination of the labour relations function; providing advice and assistance to College staff on human resources practices, collective agreements and legislative requirements. The position supports the design, implementation and on-going delivery of Human Resources programs and initiatives and is responsible for supporting a variety of Human Resources committees and communication initiatives.

RESPONSIBILITIES:

Office Management

  • Supports the day to day work of the Executive Director, HR (ED) including but not limited to: managing the ED’s schedule/appointments, preparing correspondence, collection of data for presentations to the College Executive Team/Board of Governors, follows up on action items
  • Manages the HR budgets and budget process including monthly reconciliations
  • Provides administrative support to a variety of HR initiatives (compliance reporting, employee incentive programs, recognition activities)
  • Maintains HR forms and letters of offer, ensuring all are up-to-date and in line with policies, procedures and legislative requirements
  • Maintains complex filing and tracking systems
  • Develops, implements and monitors metric tracking systems measuring HR effectiveness and alignment with the College’s strategic goals
  • Provides back-up support to the HRS team by assisting with the recruitment process for all staffing groups

Labour and Employee Relations Support & Coordination

  • Coordinates and manages all files, information and scheduling; track and manage various deadlines; administer and maintain the grievance information
  • Acts as a first point of contact for all legal administration of labour files and first respondent to inquiries from Ministry and other outside agencies
  • Works closely with the College’s legal counsel to gather information for arbitration hearings
  • Participates in grievances, arbitrations, investigations, union/management update meetings and employee relations meetings by attending meetings, recording and distributing minutes
  • Handles first level collective agreement interpretation and administration

Communication and Policy

  • Supports the initiatives and programs led by HR to deliver engaging, informative and business critical communications directed at employees, candidates and other stakeholders
  • Designs, reviews, posts and maintains the HR intranet site and social media sites related to Human Resources
  • Reviews policies and procedures. On an annual basis coordinates the annual Policy Review

Committee Support

  • Acts as a resource to the Job Evaluation Committees (support and administrative staff), AODA Committee and other HR committees
  • Gathers and coordinates material, including related files and background information
  • Assist with the planning and execution of employee engagement events and initiatives

 

QUALIFICATIONS:

  • Completion of a 3-year diploma/degree in Human Resources Management, or equivalent combination of education and progressive work experience in Human Resources
  • CHRP completed or in progress
  • Minimum five (5) years’ experience providing senior administrative coordination/office management with at least three of those years in a Human Resources environment coordinating labour relations activities, interpreting collective agreements, HR policies and legislation, managing projects, budgeting, and coordinating communication initiatives
  • Experience working in a unionized environment administering and interpreting collective agreements
  • A demonstrated ability to work collaboratively and collegially with leaders and staff - tact, discretion and the ability to use sound judgement when dealing with sensitive and confidential matters
  • Excellent conflict resolution skills
  • Strong organizational skills with the ability to adapt to changing priorities and manage deadlines – high degree of flexibility and agility to pivot quickly and respond to changing dynamics
  • Superior communication skills and attention to detail
  • Ability to work as part of a multi-disciplinary team
  • Ability to work in an environment where a diversity of people and situations are encountered
