POSITION PURPOSE
The Human Resources Business Partner (HRBP) is responsible for developing and delivering strategic HR initiatives aligned with business objectives for the assigned client group of Environmental Services. Sitting as a member of the department’s leadership team, this position serves as a business partner to management on human resource related issues. The HRBP is responsible for implementing initiatives that foster employee engagement, build organizational and team effectiveness and ensures alignment with organizational strategic plans. Working proactively and collaboratively with the broader HR team as required (HR Communities of Expertise) and business management, the HRBP seeks to develop value-added and integrated solutions that reflect the department objectives. The HRBP develops and executes enabling change management strategies and plans.
MAJOR RESPONSIBILITIES
- Develops strong business literacy of the assigned department in order to recognize and support the critical strategic imperatives and plans. Assigned department will be Environmental Services
- Provides a full range of organization development, consultation and facilitation services to support department initiatives (e.g. assessment of training needs and identifying areas of organizational development)
- Partners with the Commissioner and their leadership team to diagnose and address people issues and/or risks, identifying and engaging appropriate HR and business resources in order to deliver effective solutions and drive ongoing transformation of the Region
- Assesses emerging business, organization or people trends and identifies/implements appropriate HR solutions
- Facilitates the effective implementation of key HR programs and initiatives for the assigned department, leveraging the relevant delivery mechanisms within the HR Communities of Expertise (Labour Relations, Talent Acquisition, Learning and Development, Compensation, and Health, Safety and Wellness)
- Responsible to ensure the appropriate rewards management, performance management, talent development, learning/development and succession planning tools are in place to achieve the required business objectives
- Acts as the key advisor on achieving cultural transformation and works with the HR Communities of Expertise on required change and communication strategies
- Manages the implementation of process improvements and special projects for the Division
- Leads cross-functional groups to enhance communication, education and customer service in the areas of (missing text)
- Maintains and fosters ongoing commitment to continuous improvement for the HR department and the Region
- Develops and implements various business programs to align the workforce to organizational initiatives
QUALIFICATIONS
- Degree in Human Resources from a recognized university
- A minimum of 5 years of progressive management experience in complex public or private sector unionized work environments
- More than 5 years’ experience and demonstrated success in organizational development, strategic planning and change management
- Demonstrated understanding of business/operational environments and ability to devise strategic and innovative solutions to address complex human resources issues
- Strong project management leadership skills working with multi-disciplinary teams
- Proven ability to develop and execute HR programs to drive the achievement of HR business plan objectives
