Summary:

Responsible for supporting strategic leadership, assisting the Director of Corporate Support Services and directing key corporate functions. Accountable for the day to day management and supervision of the Human Resources Division regarding all aspects of human resources including: recruitment and selection; labour relations; training and career development; performance/compensation management; policy and procedure development; organizational development initiatives; investigation and other key human resources functions. The Human Resources Manager is an ambassador for the Corporate Support Services Department’s Mission, Vision and Values.  

Duties include:

  • Responsible for overseeing the development of corporate policies and procedures relating to the Human Resources functions.
  • Responsible for recruitment and selection and providing support to Departments regarding staffing needs and special projects.
  • Responsible for the ongoing review of departmental operations and to make appropriate recommendations including analysis, descriptions and classifications of positions.
  • Manage all aspects of labour relations including negotiations, collective agreements, grievances, mediation and arbitration hearings and maintain positive relations with all unions and associations.
  • Maintain currency in legislation, arbitrations decisions, and collective bargaining contracts while assessing and identifying industry trends.
  • Responsible for overseeing the Corporation’s Attendance Support and Management Program including disability management.
  • Responsible for overseeing the Corporation’s benefits program.
  • Provide support and guidance to managers/supervisors through the interpretation and implementation of corporate policies, procedures and collective agreements, ensuring compliance with applicable legislation and regulations.
  • Oversee investigation processes and act as an investigator regarding complaints, making recommendations for resolution and ensuring compliance.
  • Responsible for the Corporation’s Health and Safety Program and overseeing the implementation of the program
  • Manage the Corporation’s staff development and counseling program, organizing and conducting training, as required; providing a support role at Senior Management Team meetings.
  • Provide support and leadership to Corporate committees related to Human Resources, as required.
  • Co-ordinate and administer divisional budgeting matters.
  • Approve and implement recommendations based on the analysis of relative HR metrics compiled to identify trends.
  • Perform other related duties as directed from the Director of Corporate Support Services.

Position Requirements:

  • A University degree in the field of Human Resources Management, Business Administration, Industrial Relations or in a related discipline.
  • Certified Human Resources Leader designation.
  • Five (5) years’ experience as a manager with extensive knowledge of human resources, labour relations, and municipal government.
  • Demonstrated attendance/attainment of recent professional development education.
  • Demonstrated knowledge of, and ability to interpret, all relevant Acts (i.e. employment legislation, Labour Relations Act, Human Rights, WSIB, etc.) and all applicable regulations.
  • Motivated individual with proven initiative.
  • Well-developed coaching, supervisory and leadership skills.
  • Excellent presentation skills and strong written communication, research and report writing skills.
  • Professional, proven customer service skills, well developed interpersonal, organizational and communication skills.
  • Exceptional time and project management skills with the ability to multi-task within a dynamic environment.
  • The ability to work in a team environment, liaison with key external stakeholders and individuals/departments at all levels of the organization and to function effectively with minimal supervision.
  • Ability to work under conditions of strict confidentiality is essential.
  • Attention to detail, strong analytical, critical-thinking, decision making, negotiations and conflict resolution skills.
  • Proficient computer skills and working knowledge of Microsoft Office Suite software programs, website maintenance and the ability to adapt quickly to applicable software.
  • Valid Ontario Driver’s license, Class “G”, with a clean driving record.
  • A demonstrated commitment to enhancing a safety culture.

 

Pay Group 11 – Minimum $90,737 annually; Maximum $113,421 annually
