Full-time position

As Canada’s largest agency serving at-risk, homeless and trafficked youth, Covenant House Toronto changes lives by providing the widest range of services and support to as many as 300 youth a day. A national leader, we educate and advocate for change by influencing public policy and delivering prevention and awareness programs. More than a place to stay, we provide 24/7 crisis shelter and transitional housing on-site and in the community, along with comprehensive services including education, counselling, health care, employment assistance, job training and after-care. To do all this, we rely on donors for more than 80 per cent of our $30.6-million annual operating budget. Our doors are open to youth 16 to 24 regardless of race, religion, sexual orientation, gender identity or the circumstances that have brought them to our doors. Since opening our doors in 1982, Covenant House has served more than 95,000 young people.

To provide leadership to Senior Management, Staff and HR Team in all matters relating to Human Resources. The position is responsible for identifying and developing the overarching implementation of strategic plans for the areas of Recruiting, Compensation, Training and Development, Benefits, Human Rights, other Federal and Provincial employment legislation and Volunteer and Mentor programs. 

The successful applicant will be responsible for:

  • Responsible for developing strategic plans that align with the organization’s developmental Human Resources short and long term goals.
  • Planning, organizing and managing the day-to-day operations of the Human Resources department.
  • Assessing departmental needs for recruiting, orienting and training, qualified staff; supervise staff; preparing and conducting performance evaluations; identifying appropriate training to ensure they are current with employment, human rights and privacy laws, trends and issues.
  • Identifying and developing annual departmental goals and objectives; preparing annual budget and monitoring expenditure.
  • Researching, developing, recommending and maintaining changes to existing or new policies and procedures, as well as communicating the same to all managers and supervisors and ensuring adherence to them.
  • Providing advice, counsel, guidance, training and monitoring of HR staff in communication, application and interpretations of policies and procedures.
  • Providing advice, counsel and guidance on the legal implications and organizational responsibilities regarding employment and human rights issues.
  • Conducting salaries and benefits market surveys regularly to ensure CHT remains competitive; analyzing salaries annually and recommending equity adjustments.
  • Ensuring procedures are implemented with clear and regular communication between HR and payroll departments regarding any changes.
  • Developing CHT training plans to ensure a continuous learning culture develops through all departments.
  • Advocating and negotiating with benefit providers regarding service issues, claim disputes, coverage or costs.
  • Alerting and educating staff of their eligibility to join the Registered Retirement Savings Plan (RRSP).
  • Participating in the following committees: RRSP, Occupational Health & Safety, Risk Management, Emergency Response Planning, and Social.  Provide overall responsibility for the Diversity and Inclusion Committee.
  • Ensuring recruiting policies and procedures are documented and conform to legislation.
  • Ensuring effective recruiting sources are utilized, and ensuring responses are tracked by the various advertising sources to maintain cost/benefit analysis.
  • Ensuring all requests for hiring are processed in a timely manner, according to policies and procedures.
  • Engaging legal counsel and educating talent leadership regarding labour relations matters both on an individual staff basis and broader policy basis.
  • Overseeing volunteer and mentor programs to ensure adequate assistance is available for all programs and departments through quality recruiting processes.
  • Ensuring periodic reviews of volunteer performance and placement are conducted.
  • Ensuring mentors are properly screened, trained and supervised to work one-on-one with specific youth.
  • Ensuring staff, volunteers and mentors are oriented and trained in the Covenant philosophy and principles
  • Ensuring CHT’s Diversity and Inclusion initiatives, policy and practices are embedded and reflective of emerging best practice.
  • Ensuring Performance Appraisal system and Employee Assistance Programs are current and responsive to emerging staff needs.
  • Liaising with Covenant House International/other sites and community based organizations on HR matters, where appropriate.

QUALIFICATIONS

  • The successful candidate must possess a relevant University degree with a certification in Human Resources Management and a minimum of ten years experience in a variety of HR roles
  • Requires strong interpersonal skills with the ability to achieve win-win solutions
  • Requires excellent verbal and written communications skills
  • Requires the ability to quickly earn the trust and respect of both management and staff
