The Standards Council of Canada (SCC) is a federal Crown corporation with the mandate to promote efficient and effective standardization in Canada. Located in Ottawa, SCC has a Governing Council comprised of up to 13 members and a staff of approximately 100. The organization reports to Parliament through Innovation, Science and Economic Development Canada and oversees Canada's standardization network.

Job Summary and Key Activities

Reporting to the Manager, Talent Management & Human Resources Operations, the HR, Operations Advisor’s primary responsibility is to provide professional and administrative services on a broad range of Human Resources operational issues and activities to the management and staff of the Human Resources Department to enhance the capacity of the Department to deliver effective and efficient human resources management programs.

KEY ACTIVITIES

  • Develops, implements and maintains efficient and effective program support related to various human resources and payroll services such as policies, procedures and administrative guidelines.  Provides consultation services to all levels of management and staff on the full spectrum of HR Operational and Payroll functions from the hiring process up to the point of termination.
  • Responsible for administering and applying the regulations, policies and procedures of the Council’s pay and benefits services as well as providing counseling and advice on these services to all levels of management and employees.  Monitoring and liaising with SCC’s benefits carriers and administrators on issues affecting employee eligibility and general plan administration. Ensuring all legislative requirements are met in the administration of pension plan enrollments (PSSA) and identifying any related issues or changes to plan guidelines.
  • Providing advice and effective recommendations to Senior Management on various human resources and payroll issues, including leave management,
  • Supporting the job evaluation process by providing advice and consultation to Senior Management regarding the development of job descriptions and ensuring accurate application of the Hay methodology.
  • Responsible for administrating the Council’s payroll function for approximately 100 employees, ensuring that figures accurately reflect the current status of salary agreements/letters of appointment, legislated plans such as PSSA, benefit plan premiums, and sundry payroll deductions. Processes performance pay and cost-of–living adjustments including retroactive payments; ensures that all payroll deadlines are met and that appropriate deductions at source are taken and remitted.
  • Prepares and presents statistical and analytical support to SCC’s payroll and finance functions which includes performing salary and benefits calculations, inputting of pay and benefits data, maintaining on-line systems (Great-West Life Access, PSSA, Payroll), and prepares related pay and benefits bi-weekly, monthly, quarterly and annual reports.
  • Prepares financial reports for the Manager, Talent Management and HR Operations, and other reports required by central agencies; PIER, employee T4 and T4A slips.  Prepares and presents statistical information on items such as reconciliation of the training expenses, PY’s, salary assumptions, salary budget, employer contributions, expenses, variances etc.
  • Supporting the Human Resources Department strategies and processes through research, surveys, statistical analysis, reports, participation and implementation.  Identifying and recommending changes to current systems and adapting procedures to reflect required changes and ensure high standards of service are maintained.
  • Responsible for updating policies, standard operating procedures and job aids in the QMS system.
  • Administers HR contracts and supports the CHRO and Manager with vendor communications.
  • Tracks and supports management with legal compliance (Official Languages, OH&S, duty to accommodate, employment equity, conflict of interest).

Essential Qualifications

Education

  • Post-secondary diploma or degree in the area of Human Resources, Business Administration, Psychology or other related area

Experience

  • 5 years of work-related experience in various functional areas of Human Resources such as, but not limited to, payroll, employee benefits;
  • Extensive experience using Microsoft Excel and PowerPoint

Asset Qualifications

  • Experience in the Public Service and/or in other Crown Corporations
  • Certified Human Resources Professional / Leader (CHRP / CHRL) designation

Knowledge

  • Broad knowledge and understanding of Human Resources Management policies, practices, theories, concepts and systems.
  • Knowledge and understanding of employment law and regulations, legislative issues (Canada Labour Code), and industry trends relating to Human Resources.
  • Advanced knowledge and experience working with a variety of computer applications including MS Office, Excel and Word.
  • Broad knowledge of SCC’s business, mandate and objectives are an asset.
