Position: Talent Management Specialist (Organizational Training & Development)

This is a permanent full time position working 35 hours per week.

Purpose:

Reporting to Leadership Development Program Manager, this position supports delivery of the Region’s talent management strategy including learning and skills development, succession planning and leadership development.

Preferred Background:

The ideal candidate will possess a degree in Human Resources or related field with a minimum of five (5) years’ progressive experience in a learning and development role.  Required skills include excellent facilitation and communication skills and demonstrated experience applying project management and continuous improvement methodology to projects in previous roles.  Related work experience will include conducting needs analysis, design, development, implementation and evaluation of both instructor-led and online learning. A strong focus on the use of learning management systems and learning content management systems (LCMS) preferably, SAP SuccessFactors.  Formal training in adult learning, curriculum design and CHRL designation are an asset.

Duties:

  • Strategic business partner for talent management services
    • Conducts training needs analysis to evaluate overall learning requirements, alignment to business objectives and identification of desired results
    • Advises on succession planning and talent development initiatives
    • Creates development plans and training plans to meet individual and team training needs
    • Investigates available training methods and procedures to determine the most effective manner by which to meet specific learning needs.
    • Facilitates teambuilding sessions and leadership development training programs
  • Supports the maintenance of an enterprise learning management system (SuccessFactors)
    • Creates new training items and scheduled offerings
    • Troubleshoot user issues
    • Advises department administrators on use of the system
  • Develops annual training calendar for Corporate training
    • Sources training to meet new or changing health & safety and compliance legislation, in collaboration with health & safety specialists.
    • Sources training to meet specific organizational needs
    • Advises on emerging trends and applicable training programs
    • Follows procurement protocols to engage external vendors and oversees vendor management.
  • Performs other duties as assigned.
