Position Summary
Reporting to the Strategic Human Resources Manager, Recruitment and Human Resources Operations, coordinates and leads the full-cycle recruitment and staffing processes. In a proactive fashion, identifies and develops recruitment strategies with the goal of sourcing and securing top talent to meet the needs of the District.
Duties and Responsibilities
Recruitment and Selection
- Oversees the recruitment process for all vacancies within the Sooke School District including Principals/Vice Principals, Excluded, STA and CUPE.
- Continuously reviews the recruitment process and develops procedures and tools to ensure up-to-date, effective and efficient recruitment practices.
- Provides training to management staff on the recruitment process and procedures.
- Develops recruitment strategy and determines best advertising and marketing mediums and methods to source quality candidates.
- Advertises and/or posts vacancies while securing required approvals and in accordance with Collective Agreement provisions, where applicable.
- Coordinates in recruitment events such as career fairs and develops marketing materials.
- Screens and short-lists candidates based on the job description and the required qualifications and applies status and seniority rules as outlined in Collective Agreements where applicable.
- Answers inquiries and shares information to candidates and potential applicants, within the terms of reference of the position and established policies and procedures.
- Prepares and conducts interviews, reference checks and employment testing.
- Advises and guides hiring managers on legislative requirements connected to recruitment practices.
- Recommends communication strategies based on the results of recruitment process.
- Determines salary based on Collective Agreements or exempt compensation framework and consults with Executive where necessary.
- Consults with hiring managers and makes verbal offers to successful applicant.
- Composes and sends offer letters and employment contracts to new hires.
- Manages the new employee onboarding process.
- Tracks and maintains staff reports and successful candidates list.
Classification and Evaluation
- Drafts job descriptions and assists with the job evaluation process.
- Organizes and maintains information pertaining to Job Evaluation.
Workforce Planning and Engagement
- Oversees dispatch for on-call staff for CUPE and STA.
- Participates in decisions regarding layoffs of staff in partnership with key stakeholders.
- Initiates layoff notices and maintains layoff lists.
- Participates in succession planning initiatives.
- Initiates stay and exit interviews and compiles data and makes recommendations.
- Assists in engagement strategies and surveys.
Talent Management
- Oversees applicable performance evaluation processes for exempt, CUPE and STA.
- Reviews training and development requests.
Human Resources Administration
- May provide supervision to CUPE staff.
- Oversees maternity/parental leaves and all other non-medical related absences.
- Approves applicable timesheets and expense requests as necessary.
- Develops and maintains strong relations with key stakeholders and clients, including senior management, Union Presidents, Principals/Vice Principals, Managers and Supervisors.
- Consults and advises on emergent and confidential HR issues.
- Liaises and aligns with operational departments as per financial and payroll matters.
- Answers queries from employees and supervisors regarding the application of the Collective Agreements, interpretations and Human Resources policies.
- Performs other duties as assigned by the Strategic Human Resources Manager.
Education and Experience
- Completion of two years’ relevant post-secondary education or a post baccalaureate in Human Resources.
- A minimum five years of intermediate level experience in the Human Resources field in a unionized environment. A combination of education and experience may be considered.
- Previous experience in sourcing and recruitment.
- Chartered Professionals in Human Resources (CPHR) designation preferred.

- Enthusiastic self-starter who takes initiative using a proactive and positive approach to tackle challenges and identify opportunities.
- Strong organizational abilities and the capacity to multi-task during high work volumes and under tight timelines while ensuring attention to detail and managing timelines.
- Strong interpersonal skills with the ability to build successful relationships, demonstrate exceptional customer service and work as an effective team member.
- Strong judgment and problem solving abilities using reason and logic while drawing on previous experience in order to make decisions and improve processes and procedures to assist in department’s efficiency.
- Ability to work with frequent interruptions and ability to be flexible and adaptable to change.
- Extensive knowledge of Collective Agreements and language interpretation.
- Superior written and verbal communication skills with an ability to exercise influence.
- Advanced computer skills using Windows and Microsoft software with a thorough knowledge of working with HRIS.
- Continuous learner who stays current with industry best practices.
- Ability to maintain confidentiality.
