Position Purpose:
The Advisor, People Relations is responsible for the administration and coordination of labour relations activities and associated processes. This position supports the delivery and operationalization of the Alectra labour relations strategy.
Responsibilities:
- Provides advice and guidance on the interpretation, application and administration of the collective agreement, policies and procedures and applicable legislation to frontline leaders and the People Team.
- Supports and contributes to the labour relations strategy which cultivates trust, accountability, individual participation and commitment
- Ensures consistent interpretation of collective agreements and appropriate resolution of significant labour relations issues.
- Coordinates grievances through the Grievance Review Board (GRB); coordinates with both Management and Union representatives to schedule the GRB; ensures GRB administration and settlement decision are tracked and implemented accordingly
- Coordinates mediation and arbitration requirements stemming from GRB proceedings
- Collects and analyzes of trends and data impacting on Labour Relations
- Conducts labour research in preparation and support for grievance and arbitrations
- Prepares quarterly union billing through review and tracking of time allocated to union business
- Assist in rolling out training materials for the development of supervisors, managers and HR professionals in the areas of labour relations.
- Supports the collective bargaining process, including conducting market research data; costing proposals and maintaining bargaining files and notes.
- Serves as the liaison for the Alectra Labour Relations Function and People Services Department with, the Union, other business units, departments, external boards, commissions, committees and government departments. Negotiates and resolves sensitive labour issues.
- Assists with the facilitation of safe return-to-work arrangements, as required
- Maintains knowledge and conducts research of human resources and labour and employee relations trends, practices and legislation in the public and energy sectors affecting the employee environment, policies or procedures
- Participates in risk assessment and incident investigation initiatives
- Ensures compliance to legislative, regulatory and Health & Safety policies, procedures and standards
- Performs other duties as assigned
Education:
- Bachelor’s degree in Industrial Relations, Human Resources, Business Administration or related discipline
- CHRL Designation preferred
- Must hold and maintain a valid class “G” driver’s license
Job Requirements:
- Minimum 3 years in a business-related HR generalist role including HR, ER and LR functions in both union and non-union environments
- Experience in a unionized utility environment is required
- Demonstrated ability to develop and maintain effective, collaborative relationships with senior and middle management business leads
- Advanced interpersonal skills including conflict management and managing difficult situations including confidential issues with diplomacy, tact and discretion
- Solid problem-solving and analytical skills with the ability to provide practical and/or innovative solutions to complex issues
- Strong written and presentation skills, with the ability to explain technical information in an organized and concise way
- Ability to plan, prioritize and execute multiple projects and initiatives within established timelines
- Ability to build and maintain collaborative working relationships with internal and external stakeholders
Specialized Knowledge:
- Specialized knowledge and capability in the ER and LR field, including recruitment, compensation and benefits, and experience in both union and non-union environments
- Comprehensive knowledge of human resource policies, practices and processes, particularly in the areas of employment law, and labour relations
- Up-to-date knowledge of the Ontario Labour Relations Code, the Employment Standards Act, the Occupational Health & Safety Act and all other applicable legislation
- Strong working knowledge of various MS office software programs and HRIS
- Proficiency with MS Office applications
