Director, Human Resources

Niagara Parks is seeking a candidate for the Director, Human Resources role who believes in Niagara Parks vision and mandate and who will provide transformational leadership to the HR function at Niagara Parks. This candidate is to promote the organization’s mission and core values in everything that they do. The Director is to be the embodiment of our brand to our stakeholders at all levels of the organization.

Reporting to the Chief Executive Officer and within established policies, procedures and guidelines, the Director of Human Resources provides strategic direction and oversight for Niagara Parks Human Resources department (i.e. employee/labour relations, compensation, recruitment and selection, staffing, HRIS reporting and analytics, pension & benefits, learning & development, performance management, employee engagement/recognition and events, organizational structure and design). Ensures sound business and accountability practices are understood, implemented, and adhered to in order to meet the standards of Niagara Parks management and Commission.

QUALIFICATIONS:

  • University degree in Business Administration or related discipline or equivalent knowledge and experience; CHRP/CHRL designation an asset.
  • Minimum of 10-15 years of progressive Human Resources/business experience including minimum 10 years in progressive senior leadership roles.
  • Must have a demonstrated proactive, energetic and entrepreneurial business leadership style, comfortable operating in an ever-changing business environment.
  • Be a strategic, hands-on self-starter; well organized, detail-oriented and capable of prioritizing numerous tasks in order to meet tight deadlines. 
  • Expert knowledge and application of Human Resource best practices and principles in a unionized environment; sound financial management and strategic business planning, excellent analytical skills; superior oral and written communication skills including effective delivery of presentations; effective conflict resolution and negotiation skills; organizational and planning skills; tact and diplomacy; sound knowledge of applicable legislation; high standards of ethics and professional conduct; public sector experience is an asset.

DUTIES & RESPONSIBILITIES:

STRATEGIC DIRECTION AND PLANNING.

  • Provides strategic direction and leadership for the planning, development and delivery of the Human Resources function; leads the development, implementation and communication of business models, innovative systems, and best practices solutions to support optimum delivery of services for the Commission; participates in and/or leads specific organizational change management strategies and initiatives.
  • Coordinates the human capital review process and leads succession planning activities.
  • Develops, implements, and oversees operational policies, programs and processes for the overall direction and management of the department to ensure goals and objectives are met; provides leadership and direction regarding innovative concepts and technology to more effectively service customers and improve efficiencies.
  • Attends Executive Team meetings on a regular basis; provides leadership and expertise to the Executive and management teams with emphasis on the NPC 2018 – 2028 Strategic Plan and annual business plans with regard to all corporate Human Resources needs and requirements.
  • In cooperation with the Executive Team, develops both long term and short-term plans, goals and objectives for Human Resources including, but not limited to, strategic plans, business plans and financial plans; ensures that the Human Resources elements of the strategic plan are met.
  • Provides reports on results with respect to plans and achievements.
  • Maintains awareness of current Human Resources trends as well as applicant/employee trends, demographic trends, government policy/directives and other regulatory matters to proactively identify opportunities or risks for the organization and develop appropriate responses.
  • Participates as a member of the NPC negotiating teams for the renewal of applicable collective agreements.
  • Promotes the organization’s mission and core values in everything you do. The Director will be the walking and talking embodiment of our brand to our stakeholders at all levels in the organization.
  • Represents the organization in applicable labour legal proceedings.

FINANCE AND ADMINISTRATION.

  • Oversees and coordinates preparation of Human Resources budgets; works with NPC business units to understand and incorporate applicable Human Resource budget needs.
  • Monitors and provides analysis of budget results; implements change as required.
  • Prepares corporate reports and recommendations for the CEO, Executive Team, Governance, Ethics and Human Resources Committee and Commission as required.

DIRECTING AND SUPERVISING.

  • Oversees and provides strategic direction to a team of Human Resources professionals to accomplish corporate and departmental plans and objectives.
  • Plans appropriately for staff development and succession to meet organizational needs.
  • Provides overall direction and supervision including establishing priorities, establishing and monitoring performance standards; providing coaching, praise and discipline as required, motivating and empowering staff, etc.
  • Develops, monitors and ensures level of service and other standards for the department are achieved.
  • Ensures that the organization’s values, ethics and Code of Conduct are reflected in all practices.
  • Ensures compliance with the Occupational Health and Safety Act and other applicable legislation, NPC policies, procedures and government directives.
