Senior Human Resources Advisor, Health & Safety

Under the direction of the Manager Human Resource Operations, the Senior Human Resources Advisor of Health & Safety uses their comprehensive knowledge of the occupational health and safety regulations to ensure compliance in processes while building a positive safety culture by planning, developing and managing the delivery of Health and Safety initiatives jointly with multiple stakeholders both internally and externally, which includes support, communication and education. Develops, implements and manages a robust Health and Safety Management program that identifies gaps in policies and programs; manages staff safety orientation, training and professional development programs; investigation of incidents, risks and complaints and performs ergonomic assessments.    Takes a lead role on hazard identification, risk assessment/mitigation related to Occupational Health & Safety including incident investigation and management.  Ensures clarity of roles and responsibilities under the Ontario Health & Safety Act. 

MAJOR RESPONSIBILITIES:
 

  1. Plans, implements and monitors the Health & Safety program to ensure safety compliance is maintained in all locations
  2. Reviews current processes and practices to assess efficiency, cost savings and legal requirements and make recommendations for improvements and re-design
  3. Recommends appropriate procedures and equipment and verifies applicable certifications are obtained and monitors for compliance with relevant legislative requirements.
  4. Advises and provides education to managers, supervisors and employees about safe work practices and safety standards and regulations fostering positive relationships and partnerships
  5. Leads and oversees the Joint Health & Safety Committee (JHSC) and prepares meeting minutes and agendas
  6. Coordinates policy development and amendment based on industry standards and best practices
  7. Oversees ergonomic requirements for staff which includes providing assessments
  8. Manages a centralized Health Incident Reporting System including WSIB to enable gathering of data for analysis, identification of approach and addressing relevant health issues and risks
  9. Conducts risk assessments, investigations and assists in the development of safety plans in response to safety concerns legislative/risk requirements and workplace accidents including violence in the workplace incidents.
  10. Acts as a liaison with the Ministry of Labour and others for matters such as incident/accident investigations etc.
  11. Analyses the data collected from investigations and risk assessments to determine the underlying or root causes, identify gaps, training needs and preventative initiatives
  12. Works with internal and external partners to develop and promote health and safety initiatives
  13. Responsible for emergency preparedness and response planning.  Carries out responsibilities under the Emergency Plan and supports business recovery and continuity plans
  14. Oversees and follows up on accurate, timely completion of various documentation, such as surveys, audits and reporting requirements
  15. Supports and backs up the Disability and Wellness Lead regarding occupational and non-occupational disability management and return to work
  16. Works in a safe manner in accordance with the Society’s health and safety policies and procedures and all relevant legislation
  17. Acts in accordance with and incorporates Society's Code of Ethics, Confidentiality, Anti-Oppression/Anti-Racism, Harassment & Discrimination policies, etc.
  18. Uses sound judgment in consideration of financial resources
  19. Complies with Society’s financial policies and procedures
  20. Incidental overtime required
  21. Other duties as required

QUALIFICATIONS:

Education and Experience:

  • Post-secondary degree preferably in Human Resource Management, Health and Safety or related health science
  • 5 years related experience in leading health, safety, and accident prevention
  • Preference will be given to candidates with a Certification Canadian Registered Safety Professionals (CRSP) designation
  • Progressive experience in researching, developing, implementing and maintaining health and safety programs preferably in a public sector environment

Knowledge and Skills:

  • Advanced knowledge and application of relevant legislation including but not limited to Occupational Health & Safety Act and regulations, Ministry of Labour Acts and procedures; Ontario Human Rights Code; Workplace Safety and Insurance Act and Regulations; Employment Standards Act and Regulations
  • Knowledge of applicable Health and Safety regulations, codes, practices and standards, including the ability to accurately interpret and apply policies, procedures, and laws related to Health and Safety, WSIB Legislation and case management processes
  • An understanding of the application and  implementation of the National Standard of Canada for Psychological Health and Safety in the Workplace
  • Proven ability to build credibility and strong partnerships at all levels, through engagement and leadership and by fostering positive relations with Union and external partners
  • Ability to multi-task in an multi-location organization and problem-solve while maintaining flexibility in a fast paced environment
  • Motivated, self-directed; ability to work effectively independently and as part of a team
  • Exceptional interpersonal and written communication skills including attention
  • Experience in leading problem-solving teams with the ability to adapt and manage change while delivering results
  • Demonstrated experience working in a unionized environment
  • Ability to preserve confidentiality
  • Strong proficiency with Microsoft Office Suite and ability to learn to use new software

Assets:

  • Public sector experience
  • Second language, French preferred
