Position:  Manager, Payroll Services

Work Location:  Aurora Education Centre (60 Wellington Street West, Aurora, L4G 3H2)

Salary Rate:  $103,182 - $120,708

Work Schedule:   35 hours/week (full-time)

In compliance with Board policies and procedures, responsible for planning, leading, directing and managing the operational aspects of the Board’s payroll function including maintenance of payroll records, the preparation of payroll related reports and ensuring payroll practices and procedures are in compliance with collective agreements, government legislation, external auditors, the Ministry of Education reporting requirements and generally accepted accounting principles.

MAJOR RESPONSIBILITIES:

  • To respond to organizational needs by reviewing and analyzing changes required by legislation, collective agreements, Ministry reporting or system development and coordinating implementation.
  • To communicate, liaise, provide advice and maintain positive working relationships with system partners, internal and external stakeholders, department managers and employees.
  • To supervise Payroll Services staff in scheduling, coordinating and processing payrolls in a timely fashion in accordance with collective agreements and legislative requirements.
  • To hire, conduct employee performance appraisals and participate in the grievance and disciplinary process as required.
  • To attend and participate on various working groups and committees as required.
  • To review and approve payroll transfers, remittances for statutory deductions, pension deductions and other payroll related payments.
  • To maintain and update Payroll services practices and procedures.
  • To oversee the annual reporting process for pension boards, annual balancing and production of T4’s and year-end processes.
  • To establish annual goals and objectives for Payroll Services that are aligned with the Board’s broader goals.
  • To liaise with financial institutions, government bodies, pension groups and external auditors to ensure accuracy of financial records and reconciling payroll and related accounts.
  • To prepare fiscal year-end audit schedules and assisting Finance Services in completing year end payroll accruals for vacation.
  • To review payroll systems, programs and internal processes and initiate revisions to ensure maximum efficiency is maintained.
  • To perform other duties as assigned.

EDUCATION, EXPERIENCE AND QUALIFICATIONS:

  • A four year university degree with a Chartered Professional Accountant (CPA) designation is required or equivalent, as approved by the Board.
  • Minimum ten years progressive payroll or related experience in a large organization is required.
  • Effective written and oral communications skills, computer skills and knowledge of generally accepted accounting principles are required.
  • Ability to deal effectively with a variety of individuals and groups both within and outside the Board is required.
