Manager, Human Resources

We are currently seeking an experienced Human Resources Manager to lead a team of HR professionals, providing guidance and strategic advice on HR matters to support organizational goals and objectives. Reporting to the Chief Human Resources Officer, the Human Resources Manager provides counsel, coaching, and support to the various business unit leaders on organizational design, change management, leadership, engagement and retention, workforce planning, talent management and development, succession planning, compensation and benefits, health and safety, employee relations and HR processes. The Human Resources Manager builds effective partnerships across the organization, becoming a trusted advisor and change agent to the business. This position is accountable for developing and implementing proactive Human Resources strategies and processes that support group-specific needs and overall business objectives. In addition, this position supports key HR initiatives, driving HR functional excellence and developing strategies for process improvement.

RESPONSIBILITIES:

  • Manages all aspects of employee relations at TRCA in a confidential manner, including providing guidance, facilitation, mediation, and coaching. Works closely and in collaboration with the Chief Human Resources Officer and HR Business Partners on all employee relations matters.
  • Promotes a team-based and customer-oriented approach to service in guiding the HR team.
  • Supports the Chief Human Resources Officer with managing, coordinating and administering TRCA’s compensation program including the job evaluation process ensuring a fair, legislatively compliant, externally competitive and internally equitable hierarchy of jobs.
  • Oversees TRCA’s benefits program and OMERS pension plan, including conducting trend analysis and proposing coverage recommendations.
  • Manages the recruitment, selection, and retention process at TRCA, continually evolving TRCA’s recruitment practices and tools to attract and retain top talent.
  • Proactively manages AODA and WHMIS program to ensure compliance with legislation.
  • Manages the health and safety program, collaborating with the WSIB to report and manage workplace related illness/injury claims and oversee the accommodation and return to work program.
  • Oversees the development, administration and maintenance of TRCA’s Performance Evaluation Program.
  • Oversees the development and implementation of company policies and procedures, ensuring relevant policies, procedures, processes, and systems meet corporate standards, comply with applicable legislation, and are consistent with industry best practices.
  • Actively participates in the development of the Human Resources strategy in support of short- and long-term business goals.
  • Participates on the Joint Health and Safety Committee and Policy Committee.

QUALIFICATIONS:

  • University degree in Human Resources or other relevant discipline.
  • Certified Human Resources Leader (CHRL) designation and/or actively pursuing designation required; Certified Employee Benefit Specialist (CEBS) designation is an asset.
  • Minimum eight (8) years experience in a progressively responsible human resources role, of which at least five (5) years are in a managerial/supervisory capacity.
  • Valid Ontario “G” drivers license.

KNOWLEDGE, SKILLS AND ABILITIES:

  • In-depth experience in managing multiple HR functional areas and processes in a fast-paced environment; specific experience in change management/team alignment is an asset.
  • Thorough knowledge of employment legislation including but not limited to the Employment Standards Act (ESA), Occupational Health and Safety Act (OHSA), Workplace Safety and Insurance Act (WSIA), Ontario Human Rights Code (OHRC), and Accessibility for Ontarians with Disabilities Act (AODA).
  • Highly effective verbal and written communication skills, with a proven ability in coaching, problem-solving, and decision making.
  • Strong aptitude to understand business priorities, issues, people impacts, political, and business acumen to understand and leverage stakeholder needs.
  • Demonstrated tact, diplomacy, and integrity in addressing confidential or sensitive matters.
  • Strong business partnering/collaboration skills with demonstrated ability to partner with leadership teams and influence across functions.
  • Excellent negotiation, mediation/facilitation, and conflict resolution skills.
  • Proficient in MS Office with a strong understanding of HRIS, with a demonstrated ability to apply technology in solving business problems. Knowledge of Ceridian software considered an asset.
  • Ability to work after-hours in times of intense activity and/or emergency situations.
