The Human Resources Division delivers efficient and effective Services to support a positive workplace culture and collaborates with departments to achieve organizational objectives.

Reporting to the Manager, Employee Relations, the HR Associate is the primary human resources contact for their assigned departments, advising, guiding and developing effective human resources solutions to support varying operational needs. This includes but is not limited to, planning and carrying out recruitment and selection support; developing and fostering positive labour, employee, and management relationships by advising on labour relations matters, policy and legislative compliance, collective agreement interpretation and administration; providing guidance to address performance management issues; supporting client workforce planning initiatives. In consultation with human resources division subject matter experts, provides advice and direction in the areas of job requirements, work organization, compensation, benefits, and learning and development. 

Responsibilities:

  • Provides guidance and advice to management and staff on the implementation of human resources/employment related programs including recruitment, collective agreements, benefits, salary administration, occupational health and safety, employee relations, discipline, termination and training
  • Provides guidance and assistance to line managers and staff to ensure their compliance with legislative requirements and corporate policies
  • Participates in the handling of labour/employee relations issues
  • Assesses labour relations matters in order to make informed and legally defensible decisions
  • Participates in negotiations, grievances/arbitration, discipline and conflict resolutions, Human Rights, Employment Standards and Health and Safety related issues
  • Recruits qualified internal and external applicants for vacant positions
  • Advises and assists the hiring manager in selecting candidates for interviews, preparing interview questions, developing testing criteria, conducting interviews and reference checks
  • Investigates, either in collaboration with others in the division, as lead, or by coordinating with external specialists, complaints of workplace harassment, bullying, violence or human rights
  • Provides advice, develops settlement strategies and participates in or conducts termination meetings.  
  • Researches, collects and evaluates information/statistics to recommend strategies for management staff to address work related issues or business goals
  • Provides and/or participates in the delivery of human resources programs and executes related strategies
  • Coordinates the delivery of corporate HR services, conducts or facilitates needs assessments and provides communication and training to management and staff related to HR programs and services.
  • Participates on project teams and committees, both in HR and for client initiatives.
  • Assists in the development and maintenance of HR policies and procedures.
  • Performs other related duties as assigned.|

    Requirements:
  • CHRP/CHRL or pursuing designation
  • Must be reliable with a good attitude and employment record
  • Must have the ability to support and project values compatible with the organization
  • Must have a minimum 3-year degree or diploma in a related field
  • Must have a minimum of 4-years of related experience
  • Must have demonstrated experience in labour relations and employee 
  • Must have previous experience participating in collective bargaining; providing advice to management and union executives regarding grievance resolution; preparing and participating in mediations/arbitrations; managing performance related issues and conflict resolution
  • Must have knowledge of recruitment, compensation, benefits administration, labour relations, employee relations, safety, training and development
  • Must have an understanding of applicable Human Resources legislation including the Municipal Freedom of Information and Protection of Privacy Act, Employment Standards Act, Labour Relations Act, Ontario Human Rights Code, Pay Equity Act, Occupational Health and Safety Act, Workplace Safety and Insurance Act, Pension Benefits Act, Municipal Act, Revenue Canada Act, Building Code, Fire Protection and Prevention Act, Highway Traffic Act. In addition, knowledge of Human Resources Policy and Procedures Manual, and Collective Agreements
  • Must have excellent communication skills both verbal and written and well developed interpersonal skills
  • Must have strong negotiating, consulting, interviewing, counselling and problem solving skills
  • Must have strong conflict resolutions skills
  • Must be skilled in the use of a personal computer with the ability to use software programs such as Microsoft Office (Word, Excel and Outlook), applicant tracking systems, and human resources management systems
  • Must be a proven self-starter with a demonstrated ability to work independently
  • Must have excellent organizational and time management skills
  • Must have the ability to understand and interpret policies and procedures and explain them to others
  • Must have the ability to establish and maintain effective working relationships with employees within the organization
  • Must have the ability to adapt to changing priorities and maintain composure in stressful situations
  • Must have the ability to establish and maintain a variety of personnel and related records requiring confidentiality and security
  • Must have a valid "G" class driver's license in good standing.
  • Must have access to reliable transportation and be able to travel to various work locations across the City 
     

    Please note: This is a temporary full time role for a period of 14 months

    Please note that as per Human Resources Policy #II-110, "Employment of Relatives of Staff Members and Elected Officials":

    "The immediate relatives of staff of the Human Resources Division, all Directors, Deputy Chief Administrative Officer, or the Chief Administrative Officer and Elected Officials shall not be employed by the City in any capacity.

    The immediate relatives of all other Management personnel shall not be employed where such employment would be:

       1. within the same Department in the case of permanent full-time, temporary full-time and part-time classifications.

       2. within the same Division in the case of students."
