Manager, Human Resources

POSITION SUMMARY:

Reporting to the Vice President, Programs and Strategic Development, the Manager Human Resources is responsible for the day to-day direction of IHSA’s human resource management activities and initiatives. The role provides HR advice consistent with organizational policies, strategic goals and regulatory/legislative requirements, ensures the timely, accurate and confidential delivery of employee compensation, benefits, recruitment, and performance management activities and facilitates employee engagement. Additionally, the Manager, Human Resources oversees the payroll function to ensure all legislative requirements regarding statutory withholdings, remittance and income reporting have been consistently met and at year-end.

RESPONSIBILITIES:

Operations Management:

  • Oversee the management of IHSA Human Resource activities and initiatives, ensuring programs and day-to-day operations are developed and managed, and issues are identified and resolved.
  • Provide advice and expertise to executives, managers, employees and other stakeholders to share information, provide updates, respond to queries, troubleshoot issues and provide effective solutions and/or alternative approaches.
  • Provide guidance and counsel to executives and managers on human resource management activities, interpreting HR policies and practices on job and organizational design, promotions, transfers, employee relations, conflict resolution and terminations, ensuring processes are understood and issues are resolved.
  • Manage employee relations issues in a timely and effective fashion, responding to employee questions/concerns, providing front line interpretations of collective agreements and employment/labour legislation, and monitoring regulatory/contract adherence. Counsels employees and/or managers regarding a variety of issues. Serves as a primary contact for receiving and investigating employee concerns.
  • Develop HR management policies, practices and procedures, ensuring alignment with IHSA operations strategies and compliance with regulatory/legislative requirements.
  • Support employee performance management activities, assisting management in conducting and documenting performance reviews, providing advice on disciplinary issues and in preparing corrective action plans, and facilitating training, performance/career development and succession planning discussions. Oversees the corrective action process, ensuring the company’s values are upheld and that a fair and consistent approach to employee relation issues are realized.
  • Provide support to executives and managers in internal and external recruitment processes, ensuring approvals are in place, developing job specifications, conducting interviews and overseeing the process of references and job offer extensions.
  • Oversee the employee orientation and on-boarding process, ensuring payroll updates, plan enrollments and relevant paperwork are in place, and providing support to management for off-site placements.
  • Manage the administration of IHSA’s compensation, benefits and pension programs/plans, ensuring budgets and salary/wage increases are determined and processed, job and market assessments are completed, claims and long/short-term disability leaves are effectively managed, appropriate plan contributions are made and issues are resolved.
  • Oversee payroll management activities, ensuring information accuracy, systems updates are performed and activities are in compliance with regulatory requirements. Oversee and approve the full cycle payroll process to ensure accurate and timely transmissions of payroll.   Manage/lead the year-end T4 production run, adhering to the reporting/filing deadlines.
  • Review benefit providers/insurance carrier contracts, monitoring continued value to the organization and managing contract renewals and actively participate in the tendering processes in collaboration with other provincial Health & Safety Associations.
  • Facilitate termination/retirement activities ensuring documentation and processes are in place, anticipating areas of concern and delivering difficult messages as necessary.
  • Identify attraction and retention issues, developing strategies to address needs and providing recommendations to senior leaders.
  • Ensure staff learning opportunities are identified, available and promoted to management, coordinating training sessions/courses and delivering programs/program components as required.

Planning:

  • Develop and execute department business/operational strategies, developing implementation plans in alignment with overall Division/IHSA strategies, determining staff goals and objectives, monitoring progress and ensuring deliverables are effectively managed. 
  • Monitor changing priorities, trends and emerging issues, identifying areas of potential impact to division/department strategic plans, operations and delivery of services and providing recommendations on addressing issues.

Quality & Risk Management:

  • Develop processes and protocols to manage activities, ensuring IHSA policy and regulatory/legislative compliance and relevant employee training requirements are met.
  • Ensure all HR policies and practices are consistently and equitably applied across the organization, reflect best practices and meet all regulatory and legislative requirements.
  • Ensure confidential information is effectively managed, monitoring privacy issues and areas where data could be compromised and the degree to which and to whom data/information may be shared.
  • Identify opportunities for improving quality and services delivered, ensuring alignment with IHSA strategies and priorities, developing and presenting recommendations, and coaching staff to ensure initiatives are incorporated into day-to-day activities.
  • Evaluate employee information and statistical reports, identifying trends, patterns and potential issues, providing supporting analyses and research, recommending solutions and new approaches, and encouraging executives/managers to embrace new programs/methodologies/technologies.

Staff/Financial Management:

  • Manage the day-to-day activities of staff, assigning and directing work, providing advice, resolving issues, ensuring ongoing work quality and monitoring workloads.
  • Manage staff performance and career development activities, conducting performance reviews, and ensuring the availability of skill development, coaching and training opportunities.
  • Manage staff recruitment activities, determining appropriate numbers and skill mix, conducting interviews and ensuring offer and on-boarding processes are completed.
  • Identifies staff performance issues/areas of concern, developing and recommending improvement plans and/or corrective courses of action.
  • Participate in collective bargaining, grievance and arbitration processes, providing first level support, collaborating with Labour Relations and legal representatives as required to help resolve issues.
  • Manage department expenditures, ensuring administrative/financial activities are managed, policies followed, purchase orders prepared, and expenses are authorized within assigned limits.
  • Provide regular statistical reports/financial information to managers/executives, and the Board as required, ensuring accurate and timely presentation of earnings, turnover, headcount, and employee statistics information.

Relationship Management:

  • Develop collaborative working relationships with senior leaders, peers and employees in other departments/divisions across the IHSA and its partner organizations to identify opportunities to share information, provide advice and collaborate on projects and initiatives.
  • Initiate and develop effective working relationships with external associations and colleagues to remain current on HR/industry best practices, emerging trends and/or shifts in legislative requirements.

Project Management:

  • Lead projects and initiatives, preparing proposals, determining deliverables and milestones, managing teams/resources and timelines to ensure deliverables are achieved.
  • Supports IHSA strategic goals through project/committee work, participating on and leading initiatives, sharing insights and managing project activities and progress.

QUALIFICATIONS:

  • Undergraduate degree in business, human resources management or related field.
  • 5 – 7 years progressive supervisory/management experience within the HR field.
  • Knowledge of Canadian/Ontario employment/Human Rights and benefits legislation/regulations legislation.
  • CHRP designation.
  • Strong management, interpersonal, problem solving, coaching and conflict resolution skills.
  • Excellent written and verbal communication and presentation skills with the ability to effectively communicate with individuals at all levels of the organization.
  • Intermediate to advanced proficiency with Microsoft Office products, with an aptitude to learn new systems/applications with knowledge and experience using HR software and tools.
  • Demonstrated ability to make independent decisions and manage conflicting priorities in a fast-paced environment with diplomacy, accuracy and a service-orientation.
  • Highly developed sense of personal and team accountability with a strong ability to follow through on and take ownership of initiatives.
  • Previous experience working in a unionized environment is preferred.
