POSITION SUMMARY:
Reporting to the Assistant Executive Director, the Manager, Human Resources provides a full range of value-add Human Resources services, including Health & Safety and Accessibility. The Manager, Human Resources is responsible for the development and consistent implementation of HR policies, procedures and programs covering recruitment, placement, orientation, training, employee & labour relations, health & safety, recognition, wellness, compensation and discipline for the organization.

KEY RESPONSIBILITIES:

  • Provide HR consulting, subject matter advice and expertise to employees, managers and directors throughout the organization on complex employee and labour relations issues, including collective agreement interpretation, application of employment legislation and organizational policies, compensation matters, accommodation issues, workplace violence, harassment and discrimination complaints, and other Human Resources issues with recommendations for resolution/outcomes
  • Provide proactive HR planning and advice on matters involving operational/ workforce planning, including restructuring, recruitment and selection, including risk mitigation and communication strategies
  • Lead a complex employee grievance processes, complex/sensitive investigations, and dispute and conflict resolution management
  • Represent the organization at grievance proceedings and collective bargaining
  • Partner and consults with legal counsel on labour, grievance and employee related matters
  • Analyze data to identify trends (e.g. attendance, grievance types) and recommend actions to management through the quality improvement program
  • Develop and implement HR policies, procedures, and programs in collaboration with other managers and HR team members
  • Develop and deliver educational programs for managers to provide guidance in HR processes and management (e.g. progressive disciplinary process and attendance management, safe work practices and safety standards and regulations)
  • Act as the lead for the online learning platforms and ensures educational and training records are maintained and accessible
  • Plans, implements and monitors the Health & Safety program to ensure safety compliance is maintained
  • Leads and oversees the Joint Health & Safety Committee (JHSC) and maintains the official record of meetings and other safety group related evidence
  • Conducts risk assessments, investigations and assists in the development of safety plans in response to safety concerns legislative/risk requirements and workplace accidents including violence in the workplace
  • Acts as a liaison with the Ministry of Labour and others for matters such as incident/accident investigations etc.
  • Works with internal and external partners to develop and promote health and safety initiatives
  • Oversees and follows up on accurate, timely completion of various projects/programs, such as employee engagement and other surveys, quality indicators, audits and other reporting requirements
  • Supervises and oversees the disability, attendance, and wellness program including occupational and non-occupational illness, return to work cases
  • Develops, implements and participates in all employee recognition events and programs

WHAT YOU NEED TO SUCCEED:

  • Post Secondary Education in Human Resources, Bachelor in HR Management or Labour/Industrial Relations preferred
  • Certified Human Resources Professional (CHRP) certification required, CHRL preferred
  • Human Resources Professional Association (HRPA) membership in good standing required
  • Minimum of 5 years current related Human Resources experience in a unionized environment at the management level with supervisory experience required
  • Experience in the not-for-profit health/public sector preferred
  • Advanced knowledge of relevant legislation, including, but not limited to the Ontario Employment Standards Act and Regulations, Workplace Safety and Insurance Act and Regulations; Ontario Human Rights Code, Labour Relations Act, Pay Equity Act, Occupational Health & Safety Act and Regulations and proven ability to provide advice on the application of these acts
  • Knowledge of Long-Term Care Homes Act and Regulations, an asset
  • Must have experience in areas of employment law, employee relations, grievance handling, recruitment, accommodation/modified work placements, conflict resolution, displacements/terminations
  • Demonstrated advanced skills in investigation, analysis, coaching, negotiation, mediation, conflict resolution, critical thinking, and problem solving
  • Strong interpersonal skills with the proven ability to build credibility and strong partnerships at all levels by fostering positive relations with employees, unions and external partners through engagement and leadership
  • Motivated, self-directed; ability to work effectively independently and as part of a team
  • Intermediate computer skills (Outlook, Microsoft Office - Word, Excel, PowerPoint, Access) with a strong aptitude for technology and computer-based tools
  • Demonstrated excellent verbal and written communication skills, including strong presentation skills
  • Strong organizational skills with the ability to multi-task, prioritize work, meet deadlines, be detail oriented and accurate, in a fast-paced environment
  • Ability to maintain a high level of confidentiality in the workplace
  • Excellent attendance and discipline free record required
  • A police reference check for the vulnerable sector, not older than 6 months, will be required.

Hours of Work: Normally works Monday - Friday. Overtime and work during evening and weekends may be required from time to time.
