Full Time Human Resources Specialist - Operations

Position Purpose Summary: This position provides operational support to the Ontario Central East (OCE) Human Resources’ team, specifically in the areas of HRIS (UlitPro), payroll, benefits, WSIB claim management, Leave of Absence tracking and administration, and Health & Safety support to the Divisional team and OCE Ministry Units (MUs). 

RESPONSIBILITIES:

Provide Divisional support for The Salvation Army’s Human Resource Information System (HRIS) -UltiPro in keeping with Territorial processes and protocols

  • Be the ER team Subject Matter Expert our HRIS- UltiPro
  • Conduct webinars and one on one training for MUs on system updates/changes, terminations, etc.
  • Provide assistance to resolve issues in UltiPro
  • Be an advocate for MUs with THQ payroll to resolve issues in a timely manner
  • Draft/send communications about payroll updates/changes etc.
  • Input data into in UlitPro accurately
  • Provide back-up assistance to MUs when required
  • Conduct training for seasonal hires and terminations for the Kettle/Christmas Season
  • Track payroll related issues for analysis on trends, gaps in system or user capabilities to provide recommendations and solutions

WSIB Claims Management

  • Be the ER team Subject Matter Expert on all WSIB related matters
  • Track claims, update changes and monitor progress of all WSIB claims
  • Liaise with Territorial Headquarters (THQ) WSIB support to ensure claims are moving forward and that external partners have the information required for claim management
  • Create reports to analyze and review trends in WISB issues/claims and provide recommendations as appropriate
  • Provide MUs assistance in the data entry into eclaims of new workplace accident/injury and updates and file the appropriate forms with WSIB
  • Process files with WISB and ensure data entry for all workplace incidents/accident claims are completed in a timely manner to maintain compliance
  • Follow up on WSIB claims and next steps to ensure compliance
  • Support Return to Work directives to safeguard employees’ return to work is processed in an efficient and effective manner. Ensure there is alignment and agreement with all parties involved
  • Schedule eclaims training as needed

Health & Safety

  • Be the ER team Subject Matter Expect on Health Safety (H&S)
  • Ensure effective running of the Health and Safety committee by ensuring meeting and inspection are held as required
  • Ensure that appropriate follow through on issues has been documented in a timely manner
  • Conduct gap analysis of our H&S compliance within the MUs (primary focus DHQ and Corps) to identify any deficiencies and provide recommendations to support full compliance
  • Review NEER report to provide analysis on trends or areas of concern
  • Work with Learning and Development Manager to ensure all H&S training is conducted for DHQ staff as required
  • Proactive analysis to determine trends, hotspots, etc. and provide recommendations on how to improve
  • Ensure all monthly H&S inspections are booked and tracked, and provided to management chair of the committee
  • Update H&S boards by ensuring all H&S documents/inspections are posted/tracked and readily available
  • Ensure all updated H&S material are provide to MUs to post with instructions/information
  • Track all Ministry Of Labour (MOL) orders to ensure compliance

Benefits & Leave of Absence Administration

  • Be the lead and initiate the absence management process and support the HR team with the administration of the program
  • Ensure effective/timely follow up for new benefits kits as required and support MUs by providing answers to all benefits and RRSP questions
  • Provide training on benefits administration to MU staff as required
  • Track all leaves such as: Absence Management Access (AMA),  leave of absence (LOA), and long term disability (LTD) process and support MU, HR Directors and Senior Advisors with issues throughout the process by looking for trends, gaps in system and recommend solutions
  • Follow up on outstanding arrears payments and cancel benefits as per policy as needed
  • Administer the employee benefits selection and reselection process for DHQ staff and support MU on the process on behalf of the Territory Headquarters (THQ)

Provide administrative support to DHQ Human Resources Department:

  • Provide support to the Divisional Director, Senior HR Advisors and field HR Directors serving the MUs as needed
  • Assist in the orientation and onboarding of new Divisional Headquarters (DHQ) staff
  • Review monthly audit reports from THQ and make the necessary updates/follow ups to ensure compliance
  • Assist in developing, implementing and administering HR strategic initiatives, policies and procedures
  • Provide support to interpret and monitor HR policies, procedures and guidelines and ensure these are implemented with respect to payroll, benefits administration, vacation, sick, WSIB, absence management, health and safety, etc
  • Provide support for merit/ PEAC process each year for the entire division and THQ, by sending and compiling information as needed
  • Ensure that all materials/information regarding H&S, benefits, payroll, RRSP, AMA, LTD, WSIB, UlitPro etc. are up to date and are available
  • Provide backup support for the  Administrative Assistant/ Recruitment Coordinator
  • Perform other duties as assigned

QUALIFICATIONS:

  • Diploma in Human Resources with specialty in Payroll and Benefits Administration
  • Minimum 3-5 years’ prior experience in payroll/ benefits administration
  • Previous experience in HR practices and legal compliance (Labour Relations Act Ontario (LRAO), OHSA, Human Rights, etc.)
  • Previous experience with WSIB, Health and Safety and Return to Work programs required
  • Minimum 2 years’ experience with HRIS - preferably UlitPro
  • Demonstrate effective verbal and written communication skills with the ability to foster collaborative relationships with staff at all levels
  • Flexible self – starter with the ability to multi-task with strong organizational skills
  • Detail-oriented with strong time management skills and able to work in a fast paced environment
  • Ability to learn process and technology quickly
  • Responds to questions/problems promptly and with appropriate level of detail
  • Strong computer skills – Microsoft Office, Lotus Notes, HRIS
  • Ability to think “outside the box” to address unique situations that arise
  • Ability to maintain information in confidence and exercise good judgment
  • Strong problem solving and troubleshooting skills
  • Holds a valid Ontario driver’s license and access to a reliable vehicle required

Successful candidate will be required to provide upon hiring:

  • A clear criminal record check
  • Participate in our online Armatus Abuse Training and Health and Safety training required upon hiring, as well as updated annually

HOURS: 40 hours per week Monday to Friday

SALARY: $46,807 -$70,210 per year
