Position Purpose

The Human Resources Business Partner is responsible for the development, co-ordination, facilitation and implementation of Human Resources initiatives and solutions with respect to labour relations, employee relations, recruitment, HR programs and processes. This position establishes and maintains highly collaborative working relationships with business and operations leaders, managers, peers and employees at all levels, providing day to day advice and expertise to support and further business related initiatives and resolutions.

Responsibilities

  • Working in a collaborative partnership with the leaders of his/her client group, influences, guides and champions the creation and foundation of a highly productive and engaged workplace which enables and enhances customer satisfaction and shareholder value.
  • Provides coaching and guidance to assist leaders develop and maintain proactive employee and labour relations through identification and analysis of issues, challenges, opportunities, risks, and options to support business needs/challenges and broader corporate initiatives.  
  • Participates as a key contributor to an employee relations strategy which cultivates trust, accountability, individual participation and commitment.
  • Focuses on development and continuous improvement of labour relations through proactive and constructive interactions with union representatives and employees; promotes positive interaction between management, employees and union representatives by acting as a facilitator in the resolution of human resources issues.
  • Provides senior-level advice, training, and communications to leaders and managers on employee and labour relations matters, including interpretation and application of the collective agreement, issue management (performance, behaviour, attendance), grievances, disciplinary matters, employment standards, human rights and all necessary statutory obligations.
  • Researches employee and labour relations issues and options as they arise, counsels management and/or employees and facilitates resolution, e.g., EAP, training, accommodation, etc. Seeks out additional specialist expertise, as required.
  • Provides program and process support for learning/development, performance management, employee engagement and other HR initiatives.
  • Provides input, advice and planning on resourcing requirements, candidate selection, hiring practices, onboarding of new employees and ensures appropriate bench strength and competencies to support continued business growth and success.
  • Assists the development and implementation of workforce planning, including talent requirements, acquisition, retention, and employee on and offboarding.
  • Assists with the facilitation of safe return-to-work arrangements.
  • Prepares/revises job descriptions, ensuring consistency of content/qualifications and participates in job evaluations as required.
  • Provides operational support and advice on group benefits, pension, attendance management, vacation entitlement and the annual performance review cycle and process.
  • Participates in risk assessment and incident investigation initiatives.
  • Participates in or leads project teams involving programs/processes that are integral to the organization’s business and people strategies; provides technical expertise in the planning, design and implementation of projects and key initiatives.
  • Researches and maintains thorough documentation on all matters, and ensure that information is sufficiently recorded in a timely manner.
  • Identifies opportunities to streamline or automate processes to continuously improve service delivery.
  • Ensures compliance to legislative, regulatory and Health & Safety policies, procedures and standards.
  • Maintains knowledge of human resources trends, practices and legislation in the public and energy sectors affecting the employee environment, policies or procedures.
  • Performs other duties as assigned.

Skills & Qualifications

Education:

  • Bachelor’s degree in Human Resources, Business Administration, Social Sciences or related discipline
  • CHRL Designation preferred
  • Must hold and maintain a valid class “G” driver’s license

Job Requirements:

  • 7-10 years’ of progressively responsible HR experience with a minimum of 3 years HR Consultant/Business Partner role
  • Minimum 5 years’ experience in a unionized environment is required; experience in the energy sector or another regulated industry an asset
  • Comprehensive consulting experience and influencing skills, capable of functioning with confidence and credibility at every level of the organization
  • Direct knowledge and experience in performance management, discipline and dismissal, human rights, complex attendance management and disability management issues
  • Strong interpersonal skills, especially in areas of objectivity, mediation, and managing relationships (including with senior management and bargaining agents)
  • Strong communication skills, including business writing and presentation skills, sufficient to convey information in a clear and compelling manner, verbally and in writing
  • Solid problem-solving skills and demonstrated ability to apply sound judgment in complex, potentially emotionally charged and sometimes ambiguous situations
  • Solid organizational, planning and time management skills and proven ability to manage pressure and multiple priorities, as required
  • Proven relationship building with a strong client service orientation
  • Good research and analytical skills and ability to make sound recommendations
  • Team player and willing to provide guidance and coaching to other team members
  • Strong leadership, coaching, facilitation and conflict resolution skills
  • High degree of tact, diplomacy and discretion in dealing with confidential, sensitive information
  • Capability to think strategically, with an ability to effectively manage the details
  • Strong business acumen and ability to understand and effectively anticipate business needs
  • Thrives in an environment that is undergoing evolution and change

Specialized Knowledge:

  • Specialized knowledge and capability in the ER and LR field, including recruitment, compensation and benefits, and experience in both union and non-union environments
  • Comprehensive knowledge of human resource policies, practices and processes, particularly in the areas of employment law, and labour relations
  • Up-to-date knowledge of the Ontario Labour Relations Code, the Employment Standards Act, the Occupational Health & Safety Act and all other applicable legislation
  • Strong working knowledge of various MS office software programs and HRIS
  • Proficiency with MS Office applications
