  Purpose of Position and Profile

Reporting to the Director of Corporate Services, the Human Resources (HR) Generalist supports the Township’s Human Resources functions across all departments, providing professional HR services and administration. The position will actively contribute to recruitment and retention efforts, as well as Health and Safety initiatives. The HR Generalist will provide support, advice, and guidance, working with all levels of staff to build respectful working relationships, organizational efficiencies, and employee development. The successful candidate will perform all duties with a high level of professionalism and tact, exhibiting strict confidentiality.

Responsibilities

  • Participate in the identification of current and prospective staffing requirements and job vacancies and coordinate applicable recruitment and selection.
  • Coordinate employee orientation upon commencement of employment, work with managers and supervisors to ensure on-the-job training is scheduled to occur in a timely manner, and conduct Health and Safety orientations for new employees.
  • Monitor incoming applications through the Human Resources inbox and respond to inquiries regarding employment opportunities and update and maintain the Township’s Careers and Volunteering webpage.
  • Coordinate and implement a Succession Plan.
  • Maintain reporting including Performance Review completion status, new hires, terminations, and leaves.
  • Resolve internal issues and/or conflicts within the organization.
  • Maintain and update manual and computerized filing systems.
  • Assist with employee and labour relations and discipline, as well as the interpretation of collective agreements.
  • Assist with preparation of the annual budget when required.
  • Coordinate employee files, ensuring required documents are scanned and stored appropriately.
  • Work with the Payroll and Benefits Coordinator to monitor merit increases and vacation entitlement eligibility as-per relevant policies.
  • Maintain organizational charts, ensuring amendments are made in a timely manner.
  • Maintain the Service Recognition Program.
  • Coordinate the corporate Health and Safety program, the Joint Health and Safety Committee (JHSC), and other applicable staff committees.
  • Oversee Health and Safety initiatives, policies, and document updates to ensure legislative compliance.
  • Participate in internal committees and working groups to provide guidance relating to HR functions. Coordinate programs and initiatives to support the wellness of Township employees, contributing to a positive workplace culture.
  • Provide coaching and guidance for managers and supervisors to ensure effective enforcement and application of the Township’s Health and Safety policies and programs.
  • Work in compliance with the Occupational Health and Safety Act, corporate Health and Safety policy, and all other corporate policies, procedures, and operational guidelines.
  • Ensure effective management of workplace injury (WSIB) considerations, including modified/suitable work plans, liaising with WSIB representatives, submission of required forms, etc. Manage WSIB, Short-Term Disability (STD), and Long-Term Disability (LTD) claims, as well as the Early and Safe Return to Work (ESRTW) program.
  • Working with managers and supervisors in the effective management of absences and accommodation of workers related to injury, illness, and/or disability.
  • Coordinate corporate training and development programs, working with staff and supervisors to address specific training needs.
  • Maintain records of staff training and coordinate internal and external employee training activities within relevant departments.

Required Knowledge and Skills Education and experience:

  • Post-secondary degree or diploma in Human Resources Management or a related discipline.
  • Certified Human Resource Professional (CHRP) designation or actively working toward CHRP designation.
  • Working knowledge of labour relations, Health and Safety, compensation, benefits practices, and Human Resources legislation (e.g. ESA, OHSA, WSIA, AODA, Human Rights Code, Pay Equity, LRA, PIPEDA, etc.) required.
  • Exhibits strong written and oral communication, customer service, interpersonal, organizational, and conflict-resolution skills.

Qualifications/Work Requirements:

  • A basic knowledge of local government, municipal procedures, and relevant legislation (e.g., FPPA, MFIPPA, Municipal Act, etc.) preferred.
  • Minimum three (3) years of experience in a Human Resources and/or Health and Safety leadership position.
  • At least one (1) year of experience coordinating recruitment processes.
  • Ability to maintain absolute confidentiality and security in correspondence and documentation.
  • Valid Class “G” Driver’s Licence and a reliable vehicle to use on Township business.
  • Possess a Criminal Record Check with results satisfactory to the Employer.

Preferred:

  • Proficient in the Microsoft Office Suite.
  • Sincere focus on Quality Customer Service, both internal and external.
  • Experience with the Ceridian Dayforce system is an asset.

Working Conditions

  • Work is conducted in a standard office environment and involves travelling to other Municipal buildings or off-site locations, external meetings, and training. Work is subject to interruptions, often to address immediate concerns or issues by phone, email, or in-person, both internal and external. Ability to display a high degree of accuracy of work in a fast-paced environment.
  • Normal hours of work are thirty-five (35) hours per week, typically Monday through Friday, 9:00 a.m. to 5:00 p.m. with a one (1) hour unpaid meal break and two (2) paid fifteen-minute breaks. Flexibility in scheduling is necessary as there may be the occasional requirement to work outside of normal hours to conduct interviews, attend meetings and trainings, or respond to urgent situations.
