OVERVIEW/PURPOSE: Artscape believes that thriving artists help build thriving communities. Our projects cluster creative people together in facilities that are designed to help them thrive while creating additional positive cultural, social, economic and environmental outcomes for the communities in which they’re located. Our development is rooted in a practice called creative placemaking, which leverages art and culture to build vibrant, sustainable, prosperous and inclusive communities. Artscape’s mandate centres on a non-profit, social enterprise strategy that leverages multiple lines of business to build a framework for artists to thrive.

 

This is an exciting time in Artscape history, with the organization seeing fast-paced growth over the last year as we scaled up our workforce to open three new projects while sustaining our current operations. We currently have approximate 70 full-time and 70 part-time employees, with 40 positions added over the past year. Our spaces and employees work across 13 Artscape buildings around Toronto, with a head office location at 130 Queens Quay East.

 

Reporting to the Vice President, People & Culture, the People & Culture Business Partner is a generalist operational position responsible for day-to-day, people-first consulting to internal client groups. The People & Culture Business Partner performs a range of duties enabling the PC team to deliver best practices and operationally focused PC solutions that support the business at the ground level. Duties include support functions such as, but not limited to: performance management, compensation recommendations, recruitment, health & safety, training, labour relations, regulatory compliance and other PC programs. The PC Business Partner is expected to maximize the effectiveness of all Artscape teams, by working alongside operational people leaders to ensure that their activities are well planned, coordinated and directed towards the people first strategy set by the VP, People & Culture. Other duties may be assigned as necessary.

 

RESPONSIBILITIES

 

Human Resources Management

  • Deliver hands-on and effective day-to-day operational functions of the People & Culture department including management of recruitment and selection, training, health and Safety, payroll, attendance, discipline, and employee relations.
  • Provide input and support to the VP, People & Culture in the general operations of the People & Culture team across all internal client groups and teams.
  • Advise middle management people leaders on company policy, employment legislation, various forms of harassment, and any recommended changes.
  • Ensure effective offboarding and provide analysis and recommendations.
  • Provide hands-on resolutions to employee relation issues (e.g. employee complaints and harassment allegations).
  • Monitor attendance and absenteeism. Review and process PC Reports and Analytics.
  • Administer discipline and employee counseling along with the people leader.
  • Support labour relations and collective agreement administration in consultation with the VP.
  • Manage employee onboarding, off-boarding and other employee movements and transfers. Recruit, reference check and interview new employees.
  • Administer 30/60/90 day evaluation check-in for all employees. Assist with internal and external training initiatives.
  • Deliver measurable operational PC results in all aspects of the employee experience cycle.
  • Assist the VP, People & Culture with a variety of projects and compliance issues.
  • Advise and assist Supervisors, Managers and other middle management people leaders on interpretation and administration of personnel policies and programs.
  • Support benefits, performance management programs, exit procedures and compensation.
  • Educate both current and prospective employees on company policies regarding job duties, working conditions, safety, wages, career advancement opportunities, employee benefits and recreation programs.
  • Help the Coordinator maintain accurate records and compile statistical reports relating to personnel data, e.g. hires, transfers, absenteeism rates, and performance appraisals.
  • Develop and provide recommendations for policies and processes.
  • Provide research as requested. Keep job descriptions current through process compliance.
  • Complete other duties and projects as assigned.

Employee Engagement and Development

  • Supports the development and stewardship of a healthy, positive and respectful workplace culture. 
  • With other People & Culture team members, enhances existing policies and develops strong practices and approaches that foster engagement, opportunity and foster healthy workplace culture for all full and part-time employees.
  • Supports organizational committees related to health and wellness, diversity and inclusion and professional development.
  • Engages and collaborates with external programming partners; Post-Secondary Institutions, employment/community services to offer co-operative/internship roles to develop mutually beneficial potential candidate pool for future employment opportunities at Artscape.

Operational Policies and Systems

  • Partners with the Coordinator of People & Culture to ensure effective application of recently adopted Workforce Now and achieve accurate payroll and leave information.
  • Coordinates the job posting development process, recruitment advertising/tracking systems and job competitions to ensure consistency in recruitment and selection. 
  • Participates in cross departmental liaison committees and task groups.
  • Prepare and provide reporting metrics to legislative representatives regarding Artscape policies, practices and processes; provide ad hoc follow up in a timely manner.
  • Responsible for the administration of personnel files to ensure compliance and confidentiality.  

QUALIFICATIONS/REQUIREMENTS

Experience:

  • A university degree or college diploma in Human Resources Management
  • Must possess Certified Human Resources Leader (CHRL) or CHRP designation
  • A minimum of 3 years’ experience working in the HR management role with proven experience delivering shared services support and guidance on policies, program and processes related to HR functions
  • Demonstrated experience with workforce plans for start-up and growing organizations
  • Subject Matter Expert in human resources legislative compliance
  • Experience in non-profits required. Knowledge of, or experience in, social enterprises highly desirable.
  • Exceptional time management and administration and record-keeping, reporting and data analysis
  • Experience with full-cycle recruitment, labour relations, and people analytics
  • Ability to facilitate conversations, training and activities that support employee participation in organizational change.
  • HRIS and systems/other database management is highly desirable; proficiency in all facets of Microsoft Office essential, experience with ADP Workforce Now is considered an asset
