PQCHC (Pinecrest-Queensway Community Health Centre) is a large community based non-profit organization in Ottawa that provides a holistic approach in supporting clients on all aspects regarding the social determinants of health: a people-centric organization who also offers services to assist development, career advancement, and community-building.

PQCHC is in search for a strategic, resourceful, compassionate, and hands-on leader to fulfill the role of the Manager, People and Culture.

ROLE OVERVIEW:

The Manager, People and Culture will lead and partner with management and employees to ensure the development and implementation of a creative and engaging Human Resources Strategy. The role requires an innovative, progressive, productive, and engaging HR leader that will build momentum and continue the development of a culture that is focused on employees while aligning the entire organization with the mission, vision, values and strategic directions in support of clients in the Ottawa region.

The Manager, People and Culture will lead all aspects of human resources including, Strategic Human Resources, employee engagement, recruitment and retention, training and development, leadership coaching, policies and procedures, and all facets of human resource service delivery. The primary functions include:

  • Partnering with leadership in continuously develop an effective Human Resources infrastructure and strategy.
  • Lead, manage and enhance the overall recruitment strategy.
  • Create, develop and implement recruitment and retention strategies that will attract top talent while ensuring the retention of amazing employees through effective leadership and employee development, performance management and employee engagement.
  • Build strategies that continue to embrace a highly diverse and inclusive workplace.
  • Enhance, develop and build human resource programs including training, health and wellness, and employee recognition in a way that promotes retention and high morale.
  • Engage in regular continuous improvement initiatives through reviews of the human resource and OH&S policies and procedures to ensure they comply with current legislation, accreditation requirements, etc..
  • Manage and ensure the HRIS is optimized and employee friendly, generating reports and providing analyses of human resource trends for leadership.
  • Assisting with the development, implementation and administration of an effective and systematic Performance Management Program (PMP) to build and assess top talent.
  • Innovate and lead the organization with an emphasis on proactive HR strategies that will always support employees and clients served.

QUALIFICATIONS AND SKILLSET:

  • Undergraduate degree combined with a HR designation including CHRP, CHRL or CHRE.
  • At least 5 years of relevant HR experience in a generalist capacity with a demonstrated ability to lead with strategic foresight.
  • Strong and extensive knowledge of up-to-date human resources practices, trends, and legislation.
  • Demonstrate ability to develop, implement and meet strategic objectives for human resource and the organization.
  • Experience in advising senior management in a strategic capacity while providing effective coaching on all HR related matters
  • English is essential. Bilingualism (English and French), and other languages are a strong asset.
