This is a permanent full time position. A willingness to adjust the weekly work schedule to better serve the clients and the needs of the department is required. This position is considered a management position for the purposes of the Employment Standards Act of Ontario and as such is not covered by various ESA rules, including but not limited to those related to hours of work, daily and weekly rest periods and overtime compensation. Salary is based on average minimum weekly hours of 40 per week and hours worked are compensated through the annual salary amount.  

Normal hours of work – 8:00 a.m. to 4:00 p.m. Monday to Friday, includes a ½ hour paid meal break.

Normal location of work is at Lawson Eventide Home, Niagara Falls

RESPONSIBILITIES

The incumbent is responsible to act as a consultant to all Directors and Managers.  

General:

  • Ensure that all aspects of work are completed in accordance with the principles, standards and policies & procedures of The Salvation Army Honorable Ray & Helen Lawson Eventide Home.
  • Participate in the development, training, education and administrative duties associated with the coordination, implementation and maintenance of the Quality Improvement Plan.
  • Prepare and maintain reports, correspondence and other documentation that is necessary to carry out Employee Relation functions.
  • Prepare reports on employee relations functions as requested by Salvation Army management and any other stakeholders.
  • Provide strategic counsel to the Executive Director on issues related to the strategic employee relations of the Salvation Army’s Eventide Home
  • Build long-term strategic networks, alliances and partnerships to ensure quality service and leadership for people solutions by fostering effective working relationships with colleagues, clients, union representatives, professional providers and other levels of Salvation Army leadership initiatives
  • Develop, implement and review policies and procedures relating to employee relations.
  • Assist the Executive Director with ER requirements specifically projects, reports and staff training.
  • Develop, maintain, update and disseminate the employee handbook and associated Employee Relations Policies and Procedures.
  • Communicate regularly with the Executive Director regarding the activities of Employee Relations and make suggestions that will improve efficiency, working conditions and procedures.
  • Ensure appropriate liaison with community partners and other contacts, including labour management.
  • Assist in the development of a succession plan, which includes:
  • Identification of critical positions within the organization
  • Identification of future vacancies in those positions
  • Identification and grooming of candidates that could potentially fill those vacancies

Position Descriptions/Recruitment/Selection/Orientation:

  • Ensure that a position description is in place for each position and matched to the appropriate grade and job description in the Territorial Job Catalogue and/or Union Classification.
  • Review position descriptions on an annual basis, with the appropriate Director/Manager, to ensure that they accurately reflect the responsibilities for each position
  • Responsible to oversee the recruitment of personnel (including job postings, pre-screening, interviewing, reference checks through to notifying all applicants of results of selection process), maintain accurate records of this process and ensuring that all policies and procedures are followed
  • In conjunction with directors and/or managers, is responsible for the creation of all interview questions, ensuring relevance to the position and compliance with all legislated guidelines 
  • Review all Employee Transaction Forms, Employee Separation Forms and associated hiring forms prior to submission to DHQ for processing
  • Ensure that all hiring paperwork is completed for new employees
  • Ensure that an orientation process for new employees, and/or employee transfers, is implemented and maintained for all departments

Compensation/Benefit Administration:

  • Ensure rate increases are reviewed annually and are compliant with pay equity based on The Salvation Army National Salary Schedule and Collective Agreement
  • Ensure employee benefit orientations and other Benefit/RRSP training is conducted, as needed.
  • Ensure communication with employees regarding their responsibilities associated with the maintenance of their employee group benefit plan premium costs when on a leave of absence.
  • Ensure enrollments, changes, and terminations of participants in all benefit plans and programs, are processed, including notification to The Salvation Army Employee Benefits at Territorial Headquarters for payroll purposes.
  • Liaise and consult with Divisional Headquarters Employee Relations regarding leave management. 

Payroll:

  • In conjunction with the Scheduling Coordinator, ensure that any employee changes for payroll have been processed and/or approved through Divisional Headquarters
  • Ensure that the Scheduling Coordinator processes payroll requirements as per bi-weekly payroll schedule; maintain and file all associated payroll documentation; responsible for this process in the absence of the Scheduling Coordinator
  • Review and audit each payroll register
  • In the absence of the Scheduling Coordinator, respond to inquiries from staff regarding payroll matters

Time and Attendance:

  • Ensure that sick time and vacation accruals are calculated accurately and that all managers are notified at the beginning of the year of each employees vacation and sick time entitlement
  • Ensure that employee vacation, sick and other time taken is appropriately tracked through the Employee Relations Information System 
  • In conjunction with managers/directors, monitors the use of sick time and determines if an employee has become a candidate for the Attendance Management Program
  • Ensure the steps outlined in the Early and Safe Return to Work Program are followed for employees returning to work after an injury or illness (whether or not the illness was work related) 

Performance Management/Reviews:

  • Ensure steps in the performance management policy are adhered to and suitably utilized; provide advice and guidance to Managers/Directors in this regard.
  • Participate in disciplinary/termination meetings as required.
  • Assist management in preparing required information, notification and approvals for termination of an employee when applicable as approved by Executive Director or designate.
  • Ensure staff performance appraisals are completed as required by managers/directors and that discussions regarding succession planning take place in reviews, as appropriate.
  • Responsible to regularly review position specific performance appraisals to ensure that:
  • the criteria measured in the performance appraisal accurately reflect the key goals and responsibilities of the position
  • the standards are clear, easily understandable and measurable and
  • managers and employees are aware of the standards associated with this criteria

Labour Relations

  • Interpret and administer the union contract with respect to grievances, wages, union and management practices and other contractual stipulations and provides education and guidance to directors/managers in this regard
  • Ensure consistent communication with the Union Business Agent and Chief Steward on a regular basis to foster a positive working relationship
  • Organize and participate in all labour relations meetings, including collective bargaining
  • In preparation for collective bargaining, research wage data and other collective bargaining trends and, in conjunction with the management team, prepare the employer’s proposal.
  • Coordinate grievance procedures to handle complaints as outlined in the union contract

Strategy and Planning

  • Establish the vision and strategic objectives for human resources and organizational development to enable the home to achieve organizational goals through the strategic business planning process.
  • Develop and oversee an employee engagement strategy, consistent with the Salvation Army Eventide Home’s strategic plan, which articulates human resource objectives to enable the home to achieve organizational goals.
  • Lead the development of operational plans to translate the strategy to action.

Health and Safety:

  • Work cooperatively with the Executive Director in the management and supervision of the Health and Safety Program, participating as an active member of the Joint Health and Safety Committee
  • Responsible to maintain a level of competency and understand Sections 25 and 26 of the Occupational Health and Safety Act (OHSA) 
  • Ensure that the measures and procedures prescribed (OHSA) are carried out in the workplace and that every reasonable precaution is taken for the protection of the worker and workplace.
  • Develops and coordinates implementation of health and safety training and information sessions (including WHMIS) for all employees; including orientation for all new employees;
  • Perform workplace inspections as required, providing a report to the Health and Safety Coordinator
  • Monitor compliance with health and safety legislation, provide advice and make recommendations and improvements and assist with the development of company policies/guidelines/handbooks as it relates to health and safety.
  • Provide oversight to WSIB claims and other health and safety matters as required, including supervision of the Early and Safe Return to Work Program.
  • Ensure that proper procedures are followed in the event of a workplace injury or illness, conducting incident investigations when required.

Staff Training, Development and Wellness:

  • In conjunction with Management Team develop and publish an Annual Training Calendar.
  • In conjunction with Managers, schedule participants into training sessions.
  • Ensure that all materials required for in-house training is prepared in advance (this includes attendance sheets, feedback surveys, and any required training materials)
  • Ensure that participant-training records are tracked and monitored for renewal. 
  • Ensure the Salvation Army’s Lawson Eventide Home people and organizational development initiatives advance the broader strategic goals of the organization and that progress towards the achievement of those goals is ongoing and demonstrable.
  • Provide high-level oversight to a broad range of human resource activities; employee/labour relations, job evaluation, organizational and leadership development, performance management, recruitment, safety programs, talent management, total compensation & rewards, workforce planning and related activities.
  • Perform other position related duties as required.

Qualifications

  • Completed a Degree or Diploma in Human Resources
  • Minimum of three (3) years of work experience in the Human Resources field and a minimum two (2) years of prior related experience in human resources management preferably in a long-term care facility
  • Supervisory/management skills and the ability to lead coach and motivate
  • Certified Human Resources Professional (CHRP) preferred
  • Skilled in risk, change and project management
  • Solid facilitation skills in a process improvement environment
  • Able to provide guidance and leadership to stakeholders in developing and executing change management
  • Knowledge of Adult Learning Principles and teaching experience is an asset
  • Experience working in a unionized environment at a management level is required.
  • Ability to assess multiple critical demands and prioritize accordingly
  • Strong knowledge of relevant government legislation and Health and Safety Standards.
  • Self-directed with an ability to work cooperatively with other managers, community partners and union leadership, and to create a working climate that is positive and mutually supportive
  • Excellent computer and database skills (particularly Excel, Word, Internet and Access); ensuring accuracy and attention to detail
  • Strong organizational skills and the ability to complete assignments and meet deadlines
  • Adaptability: Demonstrate a willingness to be flexible, versatile, and/or tolerant in a changing work environment while maintaining effectiveness and efficiency.

  • Experience/Working knowledge in word processing; spread sheet use
  • Provide an original copy of a Background Check with vulnerable sector screening that is satisfactory to The Salvation Army, in its sole discretion, is required.  The screening is secured either through the National Canadian Police Information Centre (CPIC) or through a local police detachment.
  • Screening through the Salvation Army Abuse Registry.
  • Support for and an understanding of the mission and purpose of The Salvation Army in Canada.
