Position Purpose:

The Human Resources Advisor is a developing Business Partner, responsible for the support, co-ordination, facilitation and implementation of Human Resources initiatives with respect to labour relations, employee relations, recruitment, HR programs and processes.  With guidance and oversight, this position supports the development of highly collaborative working relationships with business and operations leaders, managers, peers and employees at all levels, providing day to day advice and expertise to support and further business related initiatives and resolutions.

Responsibilities:

  • Supports and champions the creation of a highly productive and engaged workplace which enables and enhances customer satisfaction and shareholder value
  • Provides operational support, coaching, guidance and assistance to develop and maintain proactive employee relations practices/processes for union and non-union staff
  • Supports and contributes to an employee relations strategy which cultivates trust, accountability, individual participation and commitment
  • Assesses and recommends solutions related to employee relations matters, grievances, contract interpretation, administration, disciplinary matters, employment standards, human rights and necessary statutory obligations
  • Provides operational support on all aspects of the recruitment and staffing process including advice and planning on resourcing requirements, candidate sourcing and selection, offer administration and employee onboarding. Keeps stakeholders appropriately informed in a timely manner and coaches all stakeholders on their role and effectiveness
  • Assists with the implementation of workforce planning activities including involvement in talent needs analysis, talent acquisition and retention programs and initiatives to ensure bench strength and competencies are aligned to support continued business growth and success.
  • Prepares/revises job descriptions, ensuring consistency of content/qualifications and participates in job evaluations as required
  • Provides operational support and advice on group benefits, pension, attendance management, vacation entitlement and the annual performance review cycle and process
  • Assists with the facilitation of safe return-to-work arrangements
  • Maintains knowledge of human resources trends, practices and legislation in the public and energy sectors affecting the employee environment, policies or procedures
  • Provides program and process support for learning/development, performance management, employee engagement and other HR initiatives
  • Advises and assists the business and operations areas on people programs/processes that are integral to the organization’s business and people strategies
  • Provides technical expertise in the planning, design and implementation of projects and key initiatives
  • Identifies opportunities to streamline or automate processes to continuously improve service delivery
  • Ensures compliance to legislative, regulatory and Health & Safety policies, procedures and standards.
  • Acts as a back-up for the HR Coordinator/Analyst as needed.
  • Performs other duties as assigned

Education:

  • Bachelor’s degree in Human Resources, Business Administration, Social Sciences or related discipline
  • CHRP Designation preferred
  • Must hold and maintain a valid class “G” driver’s license

Specialized knowledge:

  • Specialized knowledge and capability in the ER and LR field, including recruitment, compensation and benefits, and experience in both union and non-union environments
  • Knowledge of human resources policies, practices and processes, particularly in areas of employment laws and labour relations.
  • Up-to-date knowledge of the Ontario Labour Relations Code, the Employment Standards Act, the Occupational Health & Safety Act and all other applicable legislation
  • Strong working knowledge of various MS office software programs and HRIS
  • Proficiency with MS Office applications

Experience:

  • Minimum three (3) years in a business-related HR generalist role including HR, ER and LR functions in both union and non-union environments
  • Experience in a unionized utility environment/energy sector or another regulated industry is preferred

  • Demonstrated ability to develop and maintain effective, collaborative relationships with senior and middle management business leads
  • Advanced interpersonal skills including conflict management and managing difficult situations including confidential issues with diplomacy, tact and discretion
  • Solid problem-solving and analytical skills with the ability to provide practical and/or innovative solutions to complex issues
  • Strong written and presentation skills, with the ability to explain technical information in an organized and concise way
  • Ability to plan, prioritize and execute multiple projects and initiatives within established timelines
  • Ability to build and maintain collaborative working relationships with internal and external stakeholders
