The Halton District School Board (HDSB) is one of the fastest growing school districts in Canada. Together, our 8,000+  staff serve more than 65,000 students in more than 100 schools in the communities of Burlington, Halton Hills, Milton and Oakville.   We are seeking an Executive Officer / Superintendent of Human Resources (EO) to lead all aspects of the HDSB’s Human Resources department in our complex, multi-union, public sector environment. Reporting to the Director of Education, the EO is crucial to attaining the Board’s goals as set out in the multi-year plan, through expert leadership in human resources management, payroll, pensions, staffing, recruiting, labour relations, employment law, succession planning, disability and attendance management, and health and safety.  

 

The E.O. fosters a collaborative and an inclusive workplace that inspires and supports learning; creates safe, healthy, equitable, inclusive and engaging environments, and prepares students for success.  The incumbent has 4 direct reports and is responsible for the leadership of a team of ~55 staff. 

 

Responsibilities include:

 

Strategic and Operational Planning

 

  • Provides strategic human resources direction and advice to the Director of Education, the Senior Leadership Team and the Board of Trustees.

 

  • Holds accountability for well-designed and relevant human resources programs and processes including: Employee Relations, Labour Relations, Contract Negotiations, Staffing, Recruiting, Health and Safety, Disability and Attendance  Management, Performance Management, Succession Planning,  and Payroll Administration;

 

  • Introduces and supports human resources best practices;

 

  • In consultation with the Human Rights and Equity Adviser, fosters an environment where human rights are valued and supported throughout the organization

 

Human Resources Leadership

 

  • Establishes Human Resources departmental goals, activities, objectives and policies; hires HR Managers and supervises HR staff;

 

  • Designs, develops, recommends, and implements strategies to support, improve and strengthen the Human Resources Department and services;

 

Team Leadership

 

  • Maintains knowledge of employment legislation, collective agreements, policies and procedures and counsels senior administration, ensuring compliance;

 

  • Serves as the Chief Negotiator for negotiations with bargaining units and for handling grievances, arbitration and contract management;

 

  • Develops and manages Human Resources’ annual department budget;

 

  • Oversees employment practices, employee relations, human resources information systems management, regulation compliance, and provides relevant institution-wide opportunities for training and professional development;

 

  • Promotes career development opportunities to assist with retention and organizational design;

 

  • Models and encourages collaborative problem-solving to complex situations.

 

Qualifications:

 

  • Proven leadership, management, interpersonal and communication skills;

 

  • Senior human resources management experience in a complex, multi-union, public sector environment;

 

  • Extensive knowledge of human rights principles, particularly as it applies to recruitment, the duty to accommodate and workplace investigations

 

  • CHRP, CHRL or CHRE certification or equivalent, is required;

 

  • A bachelor’s degree in human resources, industrial relations, business administration or equivalent or an equivalent combination of education and experience is required.

 

  • Related post-graduate education is an asset;

 

  • Business Supervisory Officer’s Certificate is an asset;
