KEY FUNCTION

Ensure compliance with provincial Workplace Safety and Insurance Board (WSIB) legislation, minimize lost time for work related injuries and support employees in completing the return to work process. Provide attendance support and guidance to managers for short-term and long-term employee disability claims in collaboration with the third party provider of disability care management.

REPORTING 

Under the general direction of the Disability Management Specialist.

DUTIES

  1. Advise managers on best practices for all work-related injuries, non-work related illness/absence while ensuring compliance with legislative and contractual requirements (e.g. Workplace Safety and Insurance Act (WSIA), Hospitals of Ontario Disability Income Plan (HOODIP), the Ontario Human Rights Code (OHRC)).
  2. Communicate effectively with a number of stakeholders (e.g. managers, employees, unions, health care professionals, the WSIB, and third party disability care management providers) to support early and safe return to work and/or accommodations in the workplace.
  3. Follow-up with managers and employees on all work related injuries/illnesses and ensure completion of all reporting requirements to the WSIB.
  4. Assist in the identification of suitable job modifications or accommodation within HSN when employees are unable to return to the essential duties of their position.
  5. Make recommendations relating to the method of compensation (i.e. occupational/non-occupational, non-participation, etc.) and provide guidance with Payroll coding. 
  6. Assist managers and the third party provider in the development and monitoring of complex return-to-work plans for employees following injury or illness. 
  7. Make recommendations and coordinate appropriate assessments and evaluations, including Job Demands Analyses, Functional Capacity Evaluations, and Independent Medical Examinations to assist in the disability management process.
  8. Remain current on legislation, case law, OHRC policies and guidelines, research, and evolving changes in the field.
  9. Handle confidential and sensitive information, documentation, and files in a professional and appropriate manner as required by Freedom of Information and Protection of Privacy Act (FIPPA).
  10. Represent Disability Management at related grievance meetings and arbitrations as the subject-matter expert.
  11. Develop and deliver training to management and employees on disability management policies and procedures.
  12. Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
  13. Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
  14. Educate and promote health, safety and wellness in the work place.
  15. Represent the department or program on various committees and in meetings as required. 
  16. Perform other duties as required. 

 

QUALIFICATIONS

EDUCATION AND TRAINING: 

 

  1. Minimum of a Bachelor’s Degree in Disability Management, Human Resources, Social Sciences, or a related field from an accredited university.
  2. Certification as a Human Resources Professional (CHRP) or a Human Resources Leader (CHRL) is preferred.
  3. Certification in disability management (e.g. Return to Work Coordinator (RTWC), Certified Disability Management Professional (CDMP), or Registered Rehabilitation Professional (RRP)) is preferred.
  4. Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.

EXPERIENCE: 

 

  1. Minimum of two (2) years’ relevant experience working in disability management, human resources or related field, preferably in a health care environment.
  2. Recent related experience working in a large unionized environment is preferred.

 

 

KNOWLEDGE/SKILLS/ABILITIES: 

 

  1. Demonstrated knowledge of the WSIA, Ontario Human Rights Code and other relevant legislation principles of attendance support.
  2. Demonstrated knowledge of a range of medical conditions and functional restrictions/limitations.
  3. Demonstrated knowledge of best practices for managing WSIB claims, short-term and long-term disability claims, complex return to work and accommodation needs.
  4. Demonstrated excellent judgment, critical thinking, and problem-solving skills with the ability to improvise as new information becomes available.
  5. Demonstrated ability to hold effective conversations and manage conflicting views in order to reach agreement.
  6. Demonstrated understanding of process improvement methodology.
  7. Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
  8. Demonstrated excellent computer skills with proficiency in Microsoft Office software, (e.g. Word, Excel, Power Point and Outlook) and patient/employee information systems.
  9. Demonstrated superior interpersonal and communication skills, both written and verbal.
  10. Demonstrated effective time management and organizational skills with the ability to organize and prioritize as required.
  11. Demonstrated discretion and maturity when handling confidential information.
  12. Demonstrated commitment to the safety of co-workers and patients.
