Overview

Reporting to the Commissioner, Legislative and Planning Services, the Director, Human Resources is a key member of the senior management team providing advice and expertise on all human resource matters. The Director, Human Resources provides strategic HR leadership to the organization while directing a multi-disciplinary HR Division in the day-to-day management of all human resource functions.

Duties

  • Continuing to deliver all aspects of human resources services while introducing innovative, initiatives that will continue to position Halton Region as an employer of choice and "A Great Place to Work" in an increasingly competitive and complex environment. This will include programs to enhance employee wellness, employee engagement, health, safety, disability management, rewards & recognition, employee and labour relations, recruitment, leadership development, succession planning, learning and performance management.
  • Provide disability management support services to the Halton Regional Police Services and act as an expert adviser to Halton Region Police Services Board on all aspects related to Human Resources.
  • Ensuring effective collective bargaining and agreement administration for ten union locals representing over half of the Regional complement and ensuring employee relations issues are addressed.
  • Developing and maintaining a complete set of contemporary HR policies and procedures for the Region and ensuring the effective administration of all health and safety matters in compliance with required legislation.
  • Establishing and administering effective compensation and benefits strategies for the Region.

Preferred Background

Candidates will possess the knowledge and skills typically associated with post-secondary education in business or public administration coupled with 10 years’ experience in a management or executive role in human resources in a large, public, or private sector organization. Certification or accreditation in human resources (CHRE/CHRL) is required.

Demonstrated experience as a dynamic catalyst of change, a creative thinker, proven leader, and influential team player is necessary as well as experience in developing, aligning, and implementing HR programs to address strategic business needs supporting the implementation of the Halton Region Strategic Business Plan and providing effective day-to-day support to the Region.

Expertise in designing, developing and implementing HR initiatives for employee wellness, employee engagement, leadership development, succession planning, employee/labour relations, collective bargaining, compensation & benefits, pensions, long-term and short-term disability review, attraction and retention, health and safety, training and development, and talent management is desired.
