Director, People Services and Chief Human Resources Officer

POSITION SUMMARY

The Director, People Services and Chief Human Resources Officer (CHRO) plays a key role in strategic planning by identifying, researching, implementing and evaluating programs and partnerships with a strong focus on people, culture and organizational wellness in alignment with the hospitals mission, vision, values and strategic plan. The Director and CHRO is responsible for providing strategic and operational leadership across the organization while leading a portfolio which includes: Human Resources (HR), Occupational Health & Safety (OHS) and Infection Prevention and Control (IPAC).

The Director and CHRO will be responsible for developing and executing human resources strategy in support of the Hospital’s overall business plan and strategic direction specifically in the areas of succession planning, talent management, change management, organizational and performance management, training and development, and compensation. While providing strategic leadership through articulating HR, OHS and IPAC needs and plans to the executive management team, shareholders and the board of directors.  

The ideal candidate, is a visionary leader with strong technical knowledge of the full breadth of human resources functional areas and related legislative frameworks. They will bring experience in transformational change and have a reputation for conducting themselves with tact and diplomacy while creating a work environment characterized by compassion, accountability, respect and engagement. They are a respected and trusted decision-maker with demonstrated success as a people manager. This experienced leader will have excellent analytical, tactical and communication skills that enable them to be a capable negotiator, problem-solver and collaborator with the capacity to influence others and achieve institutional goals. . The candidate will possess a strong understanding and experience of the importance of creating a healthy work environment so that all employees can meaningfully contribute to the Hospital’s vision of excellent compassionate care…every day.


KEY ACCOUNTABILITIES:

  • Provides operational leadership in the development, delivery and implementation of the  OSMH People Strategy across all levels of the Hospital (including Board, management and all front line team members)
  • Acts as a coach, mentor and role model to support individuals, teams, and committees
  • Establish and maintain effective departmental and hospital wide policies and procedures which are fair and aligned with current legislation and human resources standards of practice.
  • Hire, train, develop and evaluate People Services staff (HR, OH & S and IPAC). Plan staffing requirements and determine roles and responsibilities to best align skills to meet the current and future needs of the hospital for People Services
  • Create and foster an effective People Services team, foster a positive working environment and ensure staff have the tools and resources to meet performance expectations.
  • Provide leadership in ensuring an optimum Wellness Program across the organization Infection, Prevention and Control
  • Act as a Senior leadership resource to IPAC team for organizational wide IPAC planning and management
  • Ensure compliance with related legislation including: Employment Standards Act, Pay Equity Act, Occupational Health & Safety Act, Labour Relations Act, Excellent Care of All Act, and the Public Hospital Act, and Infection Control Standards

QUALIFICATIONS:

  • Master’s degree preparation in, Human Resources, Industrial Relations or Business Administration is required
  • Member of the Human Resource Professional Association (HRPA) required
  • Certified Human Resource Leader and Certified Human Resource Executive designation preferred
  • Project Management and LEAN Certification considered an asset
  • Member of the Canadian College of Health Leaders considered an asset
  • A minimum of seven (7) years of progressive management experience, specifically related to Human Resources, Occupational Health & Safety and Infection Prevention and Control
  • Change Management experience, including quality improvement methodology e.g.LEAN
  • Project Management experience with a proven track record of implementing sustainable changes related to HR, OH and/or IPAC
  • Exceptional breadth of people knowledge as well as exceptional business acumen.
  • Experience working with the public sector preferably in healthcare.
  • Proven track record of facilitating a highly collaborative work environment as well as building and leading high-performing and high functioning teams.
