The purpose of the Human Resources Specialist, Health and Safety position is to support health and safety initiatives across the Board, including administrative support, and to provide WSIB claims management and return to work services.  This role will also be a liaison between Health and Safety and Employee Health Services.

This position requires the highest degree of confidentiality and discretion as the duties involve working directly with various stakeholders and information, both internal and external to the Board, regarding highly sensitive and personal matters.

Reports to: Bonnie Hall, Manager, Human Resources Services ​

Main Responsibilities:

Occupational Health and Safety

  • Assists with the tracking, distributing and collecting of Personal Protective Equipment;
  • Tracks Health and Safety reports/data and notifies direct Manager and Manager Special Education Services of anomalies;
  • Responds to messages and requests for support from the Health and Safety unit.
  • Support administration related to JHSC’s, training records, certifications, etc.
  • Administer the work boot reimbursement program for secondary teachers.

WSIB

  • Provide WSIB claims management and develop modified work programs.
  • Receive all injury reports (first aid, health care, lost time) through injury reporting line. Notify Health and Safety immediately in the event of a critical injury.
  • Collaborate with Health and Safety on critical injury reporting to identify trends and prevention strategies.
  • Verify accuracy of all information on the injury reporting line.
  • Coordinate and lead WSIB claims management activities including return to work offers, refusals of modified work and any new medical or changes to medical information.
  • Establish interpersonal relations with employees, supervisors, and managers by communicating processes and in carrying out case management activities.
  • Ensure all reports are submitted to WSIB within the required timeframes and respond to any inquiries.
  • Supporting WSIB and/or Disability Management meetings as required.
  • Protect all confidential information.
  • Monitor, forecast, review, and maintain injury costs, to ensure accuracy and monitor opportunities to improve claims management and contain costs related to workplace injury claims where possible.
  • Accurately document all medical and non-medical information regarding all claims within the absence management system (Parklane).
  • Assist with the preparation of submissions for hearings, WSIB appeals and tribunals, including providing support for WSIB appeals and tribunals and represent the Board where required.
  • Liaise with external supports including School Boards Cooperative Insurance (SBCI).
  • Prepare and run reports, as required.
  • Other duties as assigned.

Supervision:

Does not supervise.

Education & Experience Required:

  • Post-secondary degree or certificate (i.e. university, college or technical training) completed in Human Resource Management, Disability Management or equivalent education.
  • Human Resources Management Designation (CHRP, or equivalent) is considered an asset.
  • One to three years of related experience working in a progressive Human Resources environment (preferably in a school board environment).
  • Completion of Health and Safety certification (Part 1 and Part 2) preferred.

Specialized skills Required:

  • Knowledge of WSIA, Occupational Health & Safety, Human Rights, collective agreements and other relevant legislation
  • Demonstrated experience in WSIB and Injury Claims Management.
  • Certified Disability Management Professional and/or Certified Return to Work Coordinator considered an asset.
  • Ability to use tact and discretion when dealing with persons in vulnerable situations
  • Experience facilitating meetings with stakeholders with diverse interests
  • Experience working in a unionized environment.
  • Experience in the administration and interpretation of collective agreements.
  • Advanced level skills and experience in word processing, spreadsheet, database, and HRIS information systems.
  • Ability to work with data, analyze and manipulate data for a variety of applications;
  • A commitment to service excellence.
  • Excellent organization and interpersonal skills as well as ability to function as part of a team; and,
  • Excellent oral and written communication skills.
  • Valid driver’s license and use of own vehicle.

Working Conditions:

  • Office building working environment;
  • Moderate amounts of concentration, attention to details, visual exertion, keyboarding and dealing with difficult people;
  • Frequent noise, pressure to meet deadlines, and interruptions;
  • Regular Travel.
  • Moderate amounts of visual exertion and keyboarding, and occasional travel;
  • Frequent pressure to meet deadlines, interruptions and distractions.

A police records check, with a Vulnerable Sector Search and Pardoned Sexual Offenders Database Search dated within 6 months prior to the date of hire, is a requirement for employment with this Board. Please note that there have been reports that it has taken some candidates up to 6 weeks to obtain a police check.
