 Position Title:  Senior Manager, Human Resources

Work Location:  Education Centre Aurora (60 Wellington St., West, Aurora, L4G 3H2)

Salary: $118,725 - $144,310

Reporting to the Superintendent of Human Resources, the Senior Manager of Human Resource Services serves as a key member of the Human Resources leadership team, providing leadership and strategic human resources advice to senior administration and mid-management staff to support organizational effectiveness and goal achievement.

Knowledge and expertise based on experience in the areas of employee and labour relations, policy development, effective recruitment and selection, training and development, compensation and benefits administration, and Human Resource information systems will be required.  A defined philosophy of service excellence and service delivery, along with proven leadership capabilities in collective agreements, administration, bargaining and negotiations, collaborative decision making, and team building are necessary skills.

MAJOR RESPONSIBILITIES:

  • Oversees the Board’s labour relations team and provides leadership and advice relating to all labour and employee relations functions including grievance decisions, arbitrations, human rights, OLRB proceedings, collective agreement, and employment contract interpretation.
  • Responsible for leading, supporting and managing all workplace investigations for the Board, including CAS, harassment, discrimination, and workplace violence.
  • Acts as the Board’s Spokesperson and/or the designate for the Board's Chief Negotiator, as required, for the negotiation of all collective bargaining agreements, and terms and conditions of employment for non-union groups.
  • Responsible for the development of human resources policies and administrative procedures.
  • Provides leadership and support to the staffing and recruiting team relating to the Board's recruitment and selection strategies and operations.
  • Provides leadership and support to the compensation and benefits team relating to the implementation and development of frameworks, strategies and administration.
  • Responsible for administering terms and conditions of employment for the Principal and Vice Principal and Management and Support Staff employee groups.
  • Supports and participates as required in senior administration and Board of Trustees meetings to develop, support, and present HR strategy, policy and decisions.
  • Evaluates and improves upon the organization’s current human resource services function and performance.
  • Develops strategic staffing implementation plans and programs to identify talent within and outside the organization for positions of responsibility.
  • Provides advice and support in the development of appropriate policies and programs for effective management of the people resources of the organization. Included in this area would be programs for talent management, rewards, recognition and retention, performance management, succession planning, and employee on-boarding/orientation programs.
  • Advances the integration of diverse perspectives into the workforce, fostering inclusion and the removal of barriers.
  • Acts as backup and department designate in the absence of the Superintendent of Human Resources.

 

EDUCATION, EXPERIENCE AND QUALIFICATIONS:

  • University Degree in the area of Industrial Relations, Human Resources Management, Business, or equivalent, as approved by the Board
  • A Master level Degree in Human Resources or a related discipline is considered a strong asset.
  • Certified Human Resources Leader professional designation.
  • More than 10 years’ experience in Human Resources in a complex and highly unionized environment;
  • Human Resources experience in Ontario’s Public Education Sector or Ontario Public Sector is preferred.
  • Extensive experience in contract administration, labour relations, human rights, employment standards and a thorough knowledge/understanding of collective bargaining agreements is required.
  • Training, working knowledge and extensive experience in managing workplace investigations.
  • A commitment to on-going learning and implementation of equity and inclusive education, anti-racism, anti-Black racism, human rights, anti-oppression, and social justice principles.
