Position: Corporate Services Manager, Human Resources

The Haliburton, Kawartha, Pine Ridge District Health Unit is recruiting for a

permanent full-time Corporate Services Manager, Human Resources, based in our Port Hope office.

 

Position Summary:

As a Manager within the Corporate Services Division, the Corporate Services Manager, Human Resources is accountable to the Director, Corporate Services, for leadership and oversight in the provision of confidential human resources management and administrative services for the Health Unit in order to support the Ontario Public Health Standards (OPHS) 2018 and other duties as assigned by the Director.

The Corporate Services Manager, Human Resources is accountable to the Departmental Director for assisting in the operation and administration of the Health Unit and ensuring staff work within the appropriate scope of practice.

The Corporate Services Manager, Human Resources regularly encounters differing complex problems requiring judgment to identify and analyze alternative courses of action and apply them to new solutions or applications. Direction is to be sought when solutions to problems are not apparent and/or the potential for and consequences of errors are high.

The position involves travel, variations of the working day and on-call management outside of regular working hours.

The successful candidate will have:

Education – all required:

  • Bachelor degree in Business Administration, Industrial Relations or related discipline.
  • Master of Business Administration (MBA) or other Master’s degree in a related discipline, preferred.
  • Certified human resources designation, or demonstrated progress toward successful completion within one year of hire.

Experience

  • Minimum of five years of strategic human resources experience with expertise in collective bargaining, performance management, dispute resolution, workplace accommodations, and labour and employee relations, required.
  • Experience in a unionized, public-sector work environment, required.
  • Previous management experience, required.
  • Previous experience working with an integrated human resources/payroll, required.
  • Experience in public health, preferred.

Other – all required

  • Proficiency in the knowledge, skills and attitudes required for the role of Public Health, Manager/Supervisor as defined by the Core Competencies for Public Health in Canada.
  • Knowledge and experience with various forms of employment law and labour legislation, such as Employment Standards Act; Labour Relations Act; Ontario Human Rights Code; Occupational Health & Safety Act; Pay Equity Act; and other relevant legislation and/or regulations.
  • Strong interpersonal skills; a trusted advisor in building, shaping and maintaining positive relationships.
  • Ability to effectively lead, influence and motivate others.
  • Experience in workforce planning, succession planning and employee development.
  • Strong consultation/facilitation, communication, and strategic thinking skills.
  • Excellent judgement and creative problem-solving skills, including negotiation and conflict resolution skills.
  • Superior organizational skills, attention to detail, ability to prioritize and meet deadlines.
  • Working knowledge of the OPHS.
  • Intermediate computer skills in MS Office, including: Outlook, Word, Excel and PowerPoint.
  • Valid Driver’s License and access to a vehicle.
  • Current and satisfactory Criminal Records Check and Vulnerable Sector Search.
  • Proof of immunizations required by HKPRDHU.
  • Satisfactory completion of Health and Safety certification and Basic Emergency Management training within one year of hire.
  • Satisfactory completion of probationary period (6 months).
