The City of Quinte West is a vibrant rural/urban community with over 43,000 people located in Eastern Ontario. Set in a picturesque natural setting, Quinte West is known for being   home to Canadian Forces Base Trenton and is now home to the newly built Trent Port Marina located at the mouth of the Trent Severn Waterway. 

Purpose and Scope:

Reporting to the Manager of Financial Services/Deputy Treasurer, the Payroll and Benefits Clerk is responsible for the administration of the City's benefits plans and assisting with the administration of the payroll function for all City of Quinte West staff. Matters of a confidential nature shall be treated with due regard for the best interests of the Municipality and its personnel.

Education & Work Experience Requirements: 

This position requires a minimum of a two (2) year Community College Diploma in Accounting, Business Administration or a related field, coupled with a Canadian Payroll Association Certificate (CPC) or equivalent experience in payroll administration. Strong understanding of software applications including system configuration, setup, integration and maintenance is key to the role. The incumbent shall have thorough knowledge and understanding of various legislation pertaining to payroll and benefits administration.  As well as thorough knowledge of Payroll and Human Resources Information Systems, spreadsheets and word processing software. The successful candidate will demonstrate effective communication skills, both verbal and written. Assets for the position would be, a Canadian Payroll Association Certified Payroll Manager (CPM), Certified Employee Benefits Specialist Certificate (CEBS). Previous experience and knowledge with Dayforce. As well as experience with and understanding of both union and non-union work environments, benefit and OMERS pension plans.

The position requires a minimum of three (3) years of in payroll and benefits administration experience.  Must be willing to attend payroll and benefits related seminars and other training courses required to meet ongoing job responsibilities.  Municipal environment experience would be an asset.
