Become a Learning and Delivery Support Specialist with MPAC

 

The Municipal Property Assessment Corporation (MPAC) is made up of a team of experts who understand local communities and assess every property in Ontario. Here’s what you will do as part of the team:

  • Maintain the Learning Management System (LMS) for all internal and external vendor-provided core learning programs;
  • Respond to routine L&D enquiries, using discretion in the release of information;
  • Draft written communications to announce the implementation and/or maintenance of learning program to internal staff;
  • Organize the delivery, and handle the related administration of all internal and external vendor-provided core learning programs;
  • Author, administer, and report Level 1 assessments of the Phillips Evaluation model;
  • Liaise with third party learning vendors through program cycles including drafts of RPP/RPQ/RFI documentation, participate in vendor selection process, and develop statements of work;
  • Monitor vendor compliance with service level agreements, identify issues and work with vendors to resolve as required, escalates issues of non-compliance to Senior Manager, Learning & Development;
  • Extract learning metrics on key core programs, and generate ad hoc reports as requested;
  • Act as the single point of contact for the implementation of vendor-supported core and professional development learning solutions;
  • Collaborate with internal business groups and vendor to finalize training program content;
  • Research and source appropriate learning solutions, prepare cost-benefit analysis of options and develop recommendations that meets needs of learners and business requirements in the most cost-effective and efficient manner; and
  • Provide input to the annual budgeting and monthly forecasting processes to ensure sufficient funding is available to meet defined programs and ad hoc program requests.

 

Here’s what you will need to succeed:

  • Successful completion of a post-secondary education in Learning and Development, Human Resources Management, or related field;
  • Completion or working towards Certified Human Resources Professional (CHRP) or Certified Training and Development Professional (CTDP) or other HR related designation;
  • At least 5 years of progressive experience in program administration;
  • Proficiency in the use of Microsoft Office applications, as well as SharePoint;
  • Excellent verbal and written communication skills, including attention to detail to accurately proof read and edit materials;
  • Strong customer service and client management skills to maintain and increase the credibility of the Learning & Development Branch;
  • Ability to analyze quantitative and qualitative information and develop appropriate recommendations to support continuous program improvements; and
  • Demonstrated project management skills to coordinate delivery/implementation of learning initiatives, manage multiple assignments and meet conflicting deadlines.

 

Nice to have:

  • Experience with LSO-SAP or other learning management system technology;
  • Experience using rapid eLearning authoring tools (e.g. Articulate Storyboard, Lectora, Captivate); and
  • Familiarity with property assessment and valuation Professional Designations and Memberships.
