Senior Health, Wellness & Learning Advisor:
Reporting to the Manager of HR Services, the Senior Health, Wellness & Learning Advisor will provide strategic support to the Human Resources department in areas of Disability Management, Health and Wellness, Learning Development and Attendance Management for both union and non-union staff.

Key Responsibilities and Accountabilities:

  • Oversees the health & safety and benefits functions and staff, provides direction and guidance as required
  • Responsible for occupational and non-occupational disability management programs
  • Supports health and wellness throughout the organization for both union and non-union employees; principle contact for third party providers, management teams and Human Resources when issues need to be escalated
  • Leads the Short-Term & Long-Term Disability Claims as well as return to work/accommodations. Ensures procedures are in place to provide employees with support and modified work opportunities and early return to work, as appropriate
  • Manage, monitor and negotiate vendor contracts for wellness, disability management, benefits and EFAP services
  • Provides advice and guidance to management/employees on disability management, attendance management, performance planning tools and processes and identifies training solutions
  • Consultation with unions, management staff in the delivery of disability management programs, performance management and attendance management
  • Monitor and support compliance with relevant municipal and provincial legislation, as well as corporate policy and best practices in the field of Disability Management, including privacy legislation and policies for a secure working environment
  • Provide considerable input and in-depth review when claims are moved to the grievance process, arbitration or the Human Rights Tribunal, working alongside other HR partners and internal departments
  • Represent the corporation at Workplace Safety and Insurance Appeal hearings and Tribunal (WSIAT)
  • Act as a trusted advisor, coach, and consultant for management to improve their human resources leadership capability, team effectiveness, strategic insight, and organizational performance
  • Interview and select learning partners as required, and negotiates contract costs for providing services to the Town
  • Analyze and report on the learning and development data, metrics and trends.  Use metrics to convey the outcome of training initiatives as a result of education programs; creates quarterly and annual completion reports to support training plan
  • Conduct research on training industry trends and new learning methodologies and makes recommendations to Management
  • Research, develop and recommend changes/improvements to training polices/procedures
  • Develop, monitor, and evaluate performance evaluation and development tools including leadership development and processes to ensure alignment to strategic goals
  • Works collaboratively with management, internal and external stakeholders on the development and implementation of key projects
  • Provides advice and guidance to leaders and oversee the consistent delivery of effective people advice, guidance, and programs
  • As a member of the HR team, the position contributes to the development, monitoring and evaluation of human resources strategies, policies and programs that support achieving corporate objectives
  • Other duties as may be assigned by Manager of HR Services from time to time

Qualifications/Skills:

  • University Degree in Human Resource Management or Psychology or equivalent related field as well as advanced certification in the field of Disability Management(i.e. CDMP) or a combination of training, education and experience deemed equivalent
  • Minimum Seven (7) to ten (10) years of relevant Human Resources experience providing strategic and operational support in a team, preferably in a multi- unionized municipal environment
  • Demonstrated experience with disability management, wellness. sick leave processes, and leading special projects
  • Paralegal license specializing in employment law would be considered an asset
  • Strong working knowledge and understanding of health & safety laws, employment laws and industry trends relating to Human Resources
  • Knowledge and expertise in WSIB claims management
  • Knowledge and expertise in learning & development initiatives
  • Effective change management & project management skills
  • Demonstrated leadership providing team effectiveness
  • The ability to multi-task, prioritize and manage multiple deadlines in a fast-paced environment
  • Excellent communication and presentation skills (both written and oral) required to make presentations to various stakeholders including management and employees
  • Discreet and tact when dealing with sensitive and confidential matters such as an employee’s performance feedback and feedback on organizational surveys
  • Ability to probe beyond stated requests for training to articulate requirements through a needs assessment
  • Ability to work well in a team environment
  • Keeps up to date on learning and development strategies
  • Advanced knowledge of Microsoft Office (including Word, Excel, and PowerPoint)
  • Detail orientated and organized with a high level of accuracy
  • Valid driver’s license to travel to different Town locations is required

Annual Salary Range:          

$99,300 - $110,334

This position works a 35 hour work week.
