As a senior member of the HR team and reporting to the Director of Human Resources, the successful candidate leads and coordinates the planning, design, implementation and administration of total rewards for the Town of Oakville. This role ensures policies, procedures and practices contribute to the attraction and retention of highly qualified employees, meet legislative requirements and maintain Oakville as an employer of choice. This role also leads activities related to strategic human resource initiatives, provides regular guidance to other HR team members and supervises the HR Data Analyst. Functions of this role include workforce planning and data analysis, job evaluation, salary administration and review, annual performance management, and recognition programs. 

As the Sr. HR Consultant, Total Rewards, you will:

  • Develop, recommend and implement market competitive corporate total rewards (compensation, benefits, reward and recognition), including short and long term strategies, policies, procedures and programs that support organizational objectives and attract and retain highly qualified employees
  • Research and evaluate organizational needs and market trends in total rewards
  • Evaluate, independently and periodically through a third party as necessary, the effectiveness of the town’s total rewards programs, analyzing key metrics and performance data
  • Communicate total reward strategies and information to management and staff groups
  • Manage the non-union performance program, regularly assessing its impact on internal equity and market competitiveness and recommending adjustments to ensure the support of the town’s strategic plan, compensation philosophy and objectives
  • Support the compensation related aspects of collective bargaining by researching and recommending best practices; design, conduct and analyze total rewards surveys
  • Liaise with Financial Planning and Payroll & Benefits departments on budget projections, wage costings and benefit analysis for all union negotiations and compensation changes
  • Partner with Payroll & Benefits department on the implementation of all changes to compensation and benefits and any changes to policies and procedures which affect the administration of employee total rewards
  • Maintain awareness of legislative, regulatory and policy initiatives that affect their human resource practice
  • Identify the need for new or modified corporate human resources strategies, programs, procedures and systems based on the understanding and analysis of corporate objectives
  • Provide strategic advice to the HR director and senior management to enhance individual, group and organizational effectiveness using needs assessment, gap analysis and other appropriate techniques
  • Create communication strategies, in consultation with others to implement HR policies, programs or services
  • Independently, or through a third party, conduct comprehensive research and analyses on human resource issues and special projects that contribute to the corporate goals and objectives
  • Lead activities related to strategic human resources initiatives, policies and programs
  • Make recommendations to improve data sharing and data integrity, to create efficiencies and support the utilization of the Financial and HR enterprise resource planning systems corporately
  • Provide advice and feedback to client departments on designing new and revised jobs and provides input into changes in organizational structure.
  • Oversee, and act as consultant to, the job evaluation processes to ensure internal equity and compliance with the Pay Equity Act.

How do I qualify?
You have an undergraduate degree in Business, Human Resource Management or a suitable equivalent; a CHRL designation would be considered an asset.  Preference will be given to those with certification in compensation and benefits.  You have a minimum of five years of progressive human resources experience managing total rewards and leading HR strategic projects. Your formal education is augmented by progressively responsible positions that have resulted in strong strategic communications skills and project management excellence.  A well-developed understanding of human resources trends, programs, policies, practices and procedures as they apply to the public sector is also required.  You are seen as a total rewards expert with demonstrated success in research and analysis, organizational design, position analysis and job evaluation.  You have strong system experience in an integrated Financial and Human Resource enterprise resource planning systems, as well as highly developed analytical skills and spreadsheet expertise. Experience in JD Edwards Enterprise One would be an asset.

You are known for your ability lead projects and HR strategic initiatives while working collaboratively with staff at levels in an organization.  Successfully managing competing priorities and deadlines in order to carry out assigned projects to their completion is essential, and proficiency in writing reports and briefing notes is expected.  Your well-honed analytical, organizational, presentation and decision facilitation abilities have resulted in effective relationships with internal clients, colleagues and senior management.
